Request for Expression of Interest (Call for CVs) Consultancy Services for the Development of a Marketing/Outreach and Communication Strategy for the African Capacity Building Foundation (ACBF) Consulting Services: For the Provision of Consultancy Services to ACBF Expression of Interest: ACBF/REOI/002/21/BMGF 1. CONTEXT AND JUSTIFICATION 1.1. Background and Justification The African Capacity Building Foundation (ACBF) is working to advance evidence-based tobacco control policy in Africa. The Phase 1 started in 2014 and ended in 2018.The intervention aimed at supporting implementation and enforcement of proven tobacco control policies - tobacco taxation, advertising bans, graphic warning labels, and smoke-free environments-. Increasing public and policy maker knowledge of the harmful effects of tobacco, instilling change attitudes and perceptions related to tobacco use, funding global and locally based research to inform ongoing policy and social marketing efforts were the pillars of the Foundation-s strategy. ACBF mobilized funding for supporting the second phase of its tobacco control program to run from 2019 to 2022. This Phase aims to provide continued and more targeted support to existing partners in-order to address human and institutional capacity gaps in areas such as monitoring & evaluation, financial management, governance, and resource mobilization. ACBF will also continue with strategic grant-making support in-order to deepen interventions and scale up gains realized during Phase I. Phase II will cover the initial 14 countries including the 10 beneficiary countries (Benin, Botswana, Cote d-Ivoire, Ethiopia, Gabon, The Gambia, Kenya, Mauritania, Nigeria, Senegal) and 4 countries where the investment will be administered from Zimbabwe (ACBF), Uganda - Centre for Tobacco Control In Africa (CTCA), South Africa - University of Cape Town (UCT ) and Sefako Makgatho University (SMU) as well as Togo - Africa Tobacco Control Alliance (ATCA). Phase II will continue to address the following five major challenges: (i) inadequate human and institutional capacity of tobacco control organizations on the continent, (ii) tobacco control sustainability issues, (iii) limited local evidence to support tobacco control policy formulation and implementation, (iv) the interference of the tobacco industry, (v) coordination issues among intermediaries1 , and (vi) inadequate political support from continental and regional organizations such as Regional Economic Communities. The tobacco control program has elevated the Foundation-s flagship in a number of countries through milestones and success stories by subgrantees. Nevertheless, there is need to improve the capacity of ACBF in showcasing its achievements through the institutional capacity strengthening. A structured guideline is required to enhance the visibility of ACBF intervention including tobacco control achievements in Africa through ACBF support. The development of a strategy on marketing/outreach will therefore assist in enhancing visibility and building the capacity of ACBF staff through training. 1.2 Overall Objective of the Consultancy The main objective of the consultancy is to develop a strategy to guide the marketing and outreach activities for ACBF staff as they pertain to the overall intervention and the tobacco control program. The specific objectives of the strategy are to:  Provide guidelines for marketing ACBF interventions including the tobacco control program.  Provide training for ACBF staff in marketing and communications.  Provide best practice approaches and templates for in marketing/outreach programs. 1.3 Scope of Work The development of the marketing and communication strategy include the following activities:  Assessment of the media strategies currently being used by the Foundation.  Outline of marketing/outreach methods practical and relevant for ACBF.  Development of the marketing/outreach and communication strategy.  Training of ACBF staff on marketing and communication.  Best practice templates for use in ACBF marketing/outreach per relevant communication / media channel 1 Intermediaries refers Gates Tobacco Control Core Partners in Africa namely: World Health Organization (WHO) Afro, Campaign for Tobacco Free Kids (CTFK), Tax Justice Network Africa (TJN-A) and ACBF. 2. METHODOLOGY The exercise will be conducted through virtual and digital approaches in compliance with the current health measures being undertaken in response to the Covid-19 pandemic. Assessment of the current marketing/outreach status will be done through desk reviews and interviews with key stakeholders and sampled staff. The draft Strategy document will be shared online for review by ACBF, after which finalization of the strategy will follow. An online training will be organized by the Operations Department (OPD) for the training of staff in marketing and communication by the Consultant. The time required for the training will be determined by the content to be covered by the Consultant After the training, a report shall be compiled by the Consultant and shared as a full package with the finalized Marketing and Communication Strategy. 4.0 DELIVERABLES AND OUTCOMES Outcomes The expected outcomes are:  ACBF Staff shall have full appreciation and increased understanding of the importance of a marketing strategy as well as thorough knowledge of marketing the Foundation-s work in Africa.  Increased understanding of marketing/outreach programs and sharing of good practices.  Increased knowledge and skills in marketing and enhancing the visibility of the Foundation.  Enhanced capacity of all ACBF staff to tell the positive story of the Foundation and its impact on the continent.  Increased partnerships and collaborations. Deliverables  Marketing Strategy document produced.  Training for ACBF Staff conducted  Best practice templates  Training Report 5.0 ADMINISTRATIVE ARRANGEMENTS  Reporting Line: The Consultant will undertake the technical work in collaboration with the ACBF-s Communication Unit and Operations Department (OPD) under the overall supervision of the Director, Operations Department.  Process Facilitation: ACBF will provide the Consultant-s team with all necessary documentation required for the assignment, including strategic and operational documents, relevant reports, and any other related materials. ACBF will also provide relevant logistics arrangements to facilitate the work of the Consultant.  Intellectual Property: ACBF shall, solely and exclusively, own all rights in and to any work created in connection with the assignment. The Consultant shall not be allowed to post or publish (electronically or in print) any proposal-related information without the explicit written consent of ACBF. 6. PROFILE OF THE DESIRED CONSULTANT - A minimum of a Master` degree in Marketing, Communication or any other related fields - At least 5-year proven working experience with Donors, International organizations in Africa. - Proven experience in organizing and conducting trainings and capacity building activities in marketing and communication. - English proficiency required, proficiency in French will be an advantage. - Experience in public health, development, economics, tobacco control and knowledge of policy implementation challenges in Africa is desirable. 7. REVIEW SCHEDULE The development of the marketing strategy and training of Staff should be concluded by May 2021 with the following details: Deliverable Date 1. Inception Report 30 April 2021 2. Draft Marketing and Communication Strategy 31 May 2021 3. Final Strategy 10 June 2021 4. Training of ACBF Staff 21-23 June 2021 5.
