  • Expression of Interest are invited for Consultancy to develop an ACBF-AUC-NEPAD Agenda 2063 Country Capacity Needs Assessment (CCNA) Study (firm). The importance of capacity dimensions for the AU Agenda 2063 has been highlighted as one of the missing links in continental development efforts. It is for this reason that efforts have been made with the technical support from the African Capacity Building Foundation (ACBF) and the NEPAD Planning and Coordinating Agency (NPCA) to enhance the capacity requirements for implementation of the initiatives espoused in the AU Agenda 2063. The Agenda is built on seven corner stone aspirations that were agreed upon by the leadership of the African continent. Based on these aspirations, Africa has prepared a comprehensive First Ten Year Implementation Plan, which includes Flagship initiatives and other priority programmes. Realization of these continental aspirations calls for appropriate capacities at institutional, country, regional and continental levels. This effort is informed by the need to accelerate the implementation of the Continent’s transformation agenda, which is to be driven by effective implementation capacities at the country level in addition to the capacities of Regional Economic Communities (RECs) and those at the continental level; and by the request explicitly made to ACBF to Facilitate the Capacity Assessment of Member States[1] Recent studies by ABCF have generated documents on: - Capacity requirement for the new African vision : Agenda 2063 – β€œThe Africa we Want”; African Critical Technical Skills: Key Capacity Dimensions Needed for the First 10 Years of AU Agenda 2063; and Capacity Development Plan Framework: Buttressing Implementation of the First 10-Year Plan β€” β€œThe Africa We Want”. These documents address fundamental imperatives that need to be addressed as the continent implements key and flagship initiatives to realize the goals of AU Agenda 2063. The process on ACBF supported studies demonstrated the complexity of issues that must be addressed in implementing the initiatives under the AU Agenda 2063. As part of follow-up to these studies, the ACBF in partnership with main stakeholders, including the NEPAD plans to lead the process of further undertaking a country capacity needs assessment to map out the requisite national level capacities to implement the initiatives espoused in the AU Agenda 2063. It is in this context that the ACBF is initiating the process of elaborating a capacity needs assessment, with a view to coming up with the Country Capacity Mapping required to strengthen the country capacities to implement the transformation agenda of the continent. II. Objective The assignment aims to determine the nature and types of capacity needed to realize the achievement of the goals set out in Africa’s Agenda 2063 in the following 10 pilot African countries: (Algeria; Cameroon; Comoros; Kenya; Liberia; Nigeria; Malawi; Swaziland; Togo; and Zimbabwe) It will highlight the capacity requirements that the 10 countries need in order to fulfil their aspirations as espoused in Agenda 2063 within the framework of their National Development Plans. . In particular, the assignment will focus on the capacity needs assessment at the country level to establish their ability to actualize the goals outlined in the Africa’s Agenda 2063. The specific objectives of the assignment are to: Β· Develop a capacity needs assessment framework at country level that can explain the relationships between capacity and realization of Agenda 2063. This framework will inform the assessment of existing capacities for clustering into various categories and further identify what capacities are lacking in relation to agenda 2063 implementation in the country Β· Undertake a capacity needs assessment that provides architecture to determine the individual country requirements to implement the interventions agreed on under Agenda 2063. This will derive from variety of studies already carried out at the continental level, including: AU Agenda 2063, Capacity Requirements for the New African Vision Agenda 2063β€”β€œThe Africa We Want” and AU Agenda 2063, African Critical Technical Skills Key Capacity Dimensions Needed for the First 10 Years of Agenda 2063 and the Continental Strategy on Technical and Vocational Training (TVET). Β· Undertake assessment of capacity gaps, define the scope, nature and components of capacity needs of institutions / organizations including β€œskills institutions”, identified for the study, to implement Agenda 2063, based on inputs and consultations with stakeholders and the Capacity Assessment Framework developed. The outcome of this assignment is to lead to the establishment of concrete measures needed to implement the flagship initiatives of Agenda 2063. The capacity needs assessment will help the process of broadening and deepening the understanding on the need to utilize the African human and institutional capital, cultural capability, leadership and any other capacity for the benefit of its long-term transformation. III. Scope of Work The assignment involves undertaking an in depth assessment of country capacity needs in the 10 selected African countries drawn from the five (5) AU regions in order to understand the existing efforts currently being undertaken to enhance capacity and skills requirements to implement initiatives identified in the Africa’s Agenda 2063,. This will entail an in-depth review of the implementation of individual Country’s Capacity Development Strategies, Human Resources Development Plans, Country’s Visions and National Development Plans. The assignment will furthermore, call for intense consultations with stakeholders including; Key Government Ministries and Agencies, private sector, civil society, development partners and continental development institutions such as the AUC, NEPAD, AfDB and a number of bilateral/multilateral institutions, including ACBF-supported capacity development projects. The specific scope of the assignment includes the following: For each of the 10 selected countries: Β· Conduct an analysis of existing literature/documents/policies/regulations, on National Development Plans focusing on its Agenda 2063 elements, Country Capacity development strategies and Human Resources Development Plans, where available; Β· List key capacity requirements, at the country level, that will be required to implement the Agenda 2063 initiatives and identify the main obstacles to skills development; Β· Through stakeholder engagement, identify existing capacities within the selected 10 countries to implement Agenda 2063 Β· Engage with stakeholders in various sectors of the case study countries to identify capacity gaps and needs Β· Engage with key stakeholders and make a list of those whose actions are necessary to enhance country capacities that will accelerate the successful realization of Agenda 2063; Β· Conduct interviews with selected key stakeholders to obtain different perspectives on how country level capacities can be strengthened; Β· Draft a country capacity needs assessment report tracking the desired, current, and needed capacities to implement Agenda 2063 in the country. Explain necessary, practical steps to be taken by key stakeholders to enhance capacity capability at the country level to address the stated goals set out in Agenda 2063; Review of the reports Β· Supporting ACBF in organizing a validation meeting with participation of key stakeholders to act as sounding board, on the suggested interventions to improve the country level capacities; Β· Facilitating the validation meeting on the CCNA report; Β· Collecting feedback from the validation meeting participants during validation session; Β· Integrating feedback and inputs from the validation meeting and finalizing the 10 CCNA reports. V. Approach/Methodology The Consultant will prepare a detailed methodology for the assignment, which will be discussed during the inception meeting. This methodology will include, among others, the following: Assignment will be undertaken based on full understanding of Agenda 2063 with the Capacity Assessment Framework to be developed, the assessment study to be carried out; the framework to be developed will aim to enable African countries and institutions to harness and optimize existing capacities in achieving agreed African Union development goals, including the SDGs; The focus will be on identification of capacities on the country level individual, institution and enabling environment. Review of capacity assessment studies and relevant literature as well as the NEPAD Capacity Development Strategic Framework to develop a capacity needs assessment report tailored to the needs of Agenda 2063; It will also include an extensive review of documents, especially in relation to past, ongoing and planned institutional capacity development programmes, projects/activities of Africa Union and ACBF, as well as other development partners; Conduct interviews (formal and informal) with key informants including organizing focus group discussions to solicit stakeholder participation and buy-in. This will include designing a data collection instrument (that can be tailored to each of the 10 selected countries) that enables to capture information needed as well as to standardize and harmonize data/information gathered. The instrument and meeting schedule will be sent it to relevant institutions/ organizations on due time prior to travel; VI. Key Activities The following activities are to be undertaken: 1. Participation in the inception meeting. 2. Preparation and submission of an Inception Report: This report will include a brief write up on how the Consultant has understood the assignment; a description of study methodology; work plan and a broad outline of the study
