- Proposal are invited for Consultancy for Development of a Concept Paper on Consensus-based Compensation Mechanism for 00078176 - Support to the Ministry of Lands and Rural Resettlement. Period of assignment/services: Forty four (44) working days. Project Outputs as follows: Output 1: Updated database on inventories of acquired farms Output 2: Consensus based compensation mechanism in place. Output 3: Adequate survey control network established Output 4: Surveyed A2 farm units and updated land information database Output 5: Land Information System within the Ministry strengthened, effectively managed and coordinated. Output 6: Dispute Resolution Framework Developed Output 7: Land Tenure Policy Is Reviewed and Implemented Output 8: Zimbabwe Land Commission is capacitated and functional Output 9: Project management Output 10: Communications and Visibility of the project developed. Objective(s): The objective of the assignment is to develop a concept paper on the possible compensation mechanisms acceptable to all stakeholders. Detailed Activities: The consultant will are inter alia: •Review all documents on compensation, valuation, related legislation and policy documents on compensation; • Undertake extensive consultations with stakeholders on compensation for land that must include: related government ministries/departments, the former commercial farmers and farmer organisations, Bankers Association of Zimbabwe and some individual banks, donors and international development partners; •Organise workshops/meeting sessions with key informants on views for compensation mechanism; •Review the various possible options for compensation mechanisms that can be considered; •Provide inputs on internationally acceptable compensation mechanisms that can inform the concept paper on compensation mechanism; •Provide views on how the international community can be engaged on the compensation mechanism; •Consider the possible sources of resources/funds that can be used for compensation; •Provide a compensation plan with possible timelines and how this can be achieved.
