Description:
Proposal are invited for Consultancy for Development of a National Monitoring and Evaluation System and Framework for Gender Equality and Women s Empowerment Period of assignment/services: Twelve weeks (12) weeks SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK: The consultant is expected to design a comprehensive, innovative and participatory monitoring and evaluation system and framework for gender equality and women\'s empowerment utilizing both qualitative and quantitative tools to strengthen the capacity of MWAGCD in monitoring implementation of gender commitments in Zimbabwe. The consultant is expected to carry out the following activities and other activities that are relevant to the task. Desk review : Taking cognisance of the fact the MWAGCD is using some monitoring tools for specific clusters for example the GBV cluster, the consultant is expected to thoroughly conduct a desk review of all the existing tools which the MWAGCD is currently using. The consultant is expected to develop recommendations for developing a suitable monitoring and evaluation system, conduct a feedback meeting with the MWAGCD on the findings of the study and agree on the best way forward. Conduct awareness raising meeting with key line Ministries: The monitoring and evaluation system will be implemented through the different key line ministries therefore it is critical to get buy in from the different line ministries on the national m & e framework for gender equality and women\'s empowerment. Development of the monitoring and evaluation framework: The to conduct the following activities and any other activities that are relevant to the development of the development of the monitoring and evaluation framework will take a staged approach.
