  • Tenders are invited for Consultancy: Poverty Reduction & Sustainable Livelihoods Evaluation Specialist - Independent Country Programme Evaluation - Zimbabwe.. Background The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) carries out Independent Country Programme Evaluations (ICPEs) to assess UNDP’s contributions to national development results and evaluate the effectiveness of UNDP’s strategy. The purpose of the ICPEs is to: i) support the development of the next UNDP Country Programme Document, and ii) strengthen accountability of UNDP to national stakeholders and to the Executive Board. In 2019, IEO will conduct 39 ICPEs, including in Zimbabwe. The IEO is recruiting an evaluation specialist to support the data collection process, covering the poverty reduction and sustainable livelihoods-related programme activities of UNDP. Duties and Responsibilities Under the guidance of the Lead Evaluator, the consultant will: · Review reference material provided by IEO (e.g. programme/project documents, past evaluation reports, etc.) and conduct a preliminary analysis of the designated outcome area; · Develop the outcome theory of change (if one has not been developed by the country office) and identify any gaps/ issues requiring validation during the field-based data collection phase; · Develop a proposed interview/site visit plan to be conducted during data collection; · Conduct field-based data collection activities (e.g. interviews and site visits) in accordance with the instructions given by the LE/SAE and guided by the ICPE manual; · Keep good records of interview notes and develop an outcome evaluation paper for UNDP’s support to poverty reduction and sustainable livelihoods; · Prepare, and submit in a timely manner, all required written reports on the outcomes; · As a member of the team, actively participate in the team’s discussions and joint analysis sessions; · Participate in the programme briefing and the end-of-mission debriefing at the country office; · Ensure that all necessary data collection activities are conducted (during and after the mission) and manage his/her own work schedule; and · Provide clarification, additional data, and supporting documents as requested by the LE/SAE during the preparation/finalization of the outcome papers and the draft ICPE report. · The evaluation specialist will also ensure crosscutting issues are analysed across their specialist outcome areas including gender integration and mainstreaming within programmes, human rights and capacity building. Competencies Functional competencies · Strong analytical skills, including ability to quickly assess a diverse range of information with a discerning sense for quality of data; and · Good mastery of information technology required for organized presentation of information. Development and Operational Effectiveness · Adhere to the principle of confidentiality and ethical code of conducts during the evaluation; · Ability to work under pressure, multi-tasking skills; · Available to travel and conduct required analysis within the agreed timelines; and · Strong oral and written communication skills in English. Corporate Competencies · Ability to work in multicultural and multidisciplinary teams, acting with professionalism, diplomacy, tact and courtesy. Required Skills and Experience Education · A Master’s degree or higher in Social Science, International Development or any other areas relevant to the post. Professional Experience · Minimum 10 years of work experience, including experience in Zimbabwe and/or the southern Africa region; · Experience in programme evaluation, data collection techniques and methods, interviews particularly with communities, and quantitative and qualitative analysis; · Substantive technical expertise and knowledge in the designated thematic area, including experience with policy-level advisory skills; · Experience in gender-sensitive programming and/or evaluation; and · Knowledge/experience in Disaster Risk Reduction and climate change adaptation would be advantage. Other knowledge and skills · Knowledge of the Zimbabwe context, development issues and challenges; · Knowledge of the UN system in general and of UN activities in Zimbabwe; · Availability to travel and focus on the evaluation as required to meet deliverable deadlines within the agreed timeframe; and · Excellent proven oral and drafting skills in English, with excellent analysis and synthesis skills. Languages · Fluent in English.
