  • CONSULTANCY SERVICES FOR THE ASSESSMENT AND DEVELOPMENT OF FRAMEWORK FOR THE SUSTAINABLE SCALE UP OF SOLAR PIPED WATER SCHEMES IN ZIMBABWE Deadline: 30-Apr-2018 12:00 Time zone: (GMT 1.00) Western Europe Time, London, Lisbon, Casablanca Description: The UNICEF Zimbabwe Country Office is seeking Expression of Interest (EOI) to pre-qualify suitable consulting firms and consortium of individuals who will be invited to submit proposals to enter into a contract for conducting an assessment and development of a framework for the sustainable scale up of solar piped water schemes in Zimbabwe The specific Terms of Reference will be described in detail in the relevant Request for Proposal (RFP) when issued. Background: UNICEF has over the past two years supported the rehabilitation of 35 small piped water schemes (PWS) in Zimbabwe; all of the schemes were fitted with solar pumps. Currently, rehabilitation of 9 additional PWS, including solarisation, is ongoing. UNICEF requires a consultant to undertake an assessment of the rehabilitated solar powered Piped Water Schemes in Zimbabwe. The assessment will cover social, technical, environmental (including emission offsets), financial (full life cycle cost) and institutional factors affecting the use of solar power in piped water schemes with comparison to conventional schemes. The expected output of the consultancy is evidenced based information on the merits and demerits of the use of solar power for small piped water schemes in the Zimbabwean context in comparison to conventional technology and recommendations and framework for the sustainable scaling up of solar powered pipe water systems in Zimbabwe, in the context of both rehabilitation as well as construction of new schemes. Scope of Assignment Conduct desk review and analysis of use of various technology options, including solar power of small piped water schemes with a focus on sustainability, efficiency, environmental, technical and institutional aspect of the technology in Zimbabwe and globally Undertake field visits to selected piped water schemes project sites and administer approved data collection tools to: (i) collect information from various stakeholders including user communities through various tools and methods including, but not limited to Focus Group Discussion, Semi Structured Interview and administering relevant questionnaires (ii). Assess the technological aspect of the piped water scheme power source focusing on the type of power source and document the various solar types installation in use Zimbabwe. (Sites may include existing systems not covered under UNICEF supported interventions) Based on the desk review and field data collected, undertake analysis (including life cycle costing and environmental benefits) of the use of solar power and benchmark the assessment findings against other technology options and identify best practices. Prepare and facilitate the validation of a detailed report of the assessment findings including recommendations and framework for sustained scale up of solar piped water schemes covering but not limited to institutional arrangements, sector capacity building requirements, market analysis as well as funding models. Ground-truth the findings through operational research in case studies of solar PWS over an extended period of up to one year. The case study will focus on (i) community aspects and the operation and maintenance of the solar powered PWS (ii) assessment of performance of various solar pump types and installations including effects of specification and age in different field and operating conditions. Prepare quarterly progress reports and a subsequent final report on the operational research case studies. Eligibility: The consultancy will be carried out either by an institution, consortium of institutions or consortium of individuals. In the case of an institutional consortium, the lead bidding institution whom UNICEF will deal with must be clearly indicated. Similarly, for consortium of individuals, UNICEF will only communicate with one consortium member who must be clearly identified as the team leader For institutional bidders or consortium of institutional bidders, the bidders should meet the following minimum qualifications: 1. Should be legal entity or consortium of legal entities 2. Demonstrated or verifiable experience in undertaking community related evaluations / assessment and/or experience in similar or related assignment 3. Rural water supply engineering background 4. Technical expertise on solar pump technology For consortium of individuals, the consortium should collectively possess amongst it team members: 1. Demonstrated or verifiable experience in undertaking community related evaluations / assessment and/or experience in similar or related assignment 2. Rural water supply engineering background 3. Technical expertise on solar pump technology Response requirements: At this stage, UNICEF is requesting Expression of Interest from Institutions/Individuals interested in competing for the consultancy on assessment of solar powered piped water schemes in Zimbabwe Interested institutional bidders should submit detailed and complete institutional profile information and documents, together with a written β€œExpression of Interest” in response to this advertisement. The documents should include: (i) Description of the lead bidding entity - legal status, organizational structure. If a consortium; indicate the proposed management structure of the consortium (ii) Total number of years of experience in the monitoring and evaluation of water supply projects; (iii) Description of major similar assignments undertaken including name of the project, location, name and contact details (e-mail and telephone) of the client, implementation period, cost of the project, cost of services provided and scope of services (iv) Key professional staff (name, date of birth, years with the institution, total years of experience, nature of experience in this firm and others, education/other trainings and knowledge of local languages; and Interested consortium of individuals should submit the following: (i) Detailed profile of members of the consortium, including CVs with name, date of birth educational/other trainings, professional experience and names and contact of professional referees (ii) Proposed organisational structure of the consortium, including roles and responsibilities of members of the consortium (iii) Description of similar projects in which team members worked before including the roles they played, location of the project, name and contact details (e-mail and telephone) of the client, implementation period, cost of the project, and scope of services Information provided will be reviewed to assess each consortium or institutions’ suitability to be included in the upcoming competitive Request for Proposal (RFP) process.
