  • Expression of Interest are invited for Consultancy Services for the Development of Staff Competency Framework. The African Capacity Building Foundation (ACBF) seeks to engage a firm to facilitate the development of a Competency Framework that will define standards for competencies for all staff, serve as the basis for all HR practices and support organizational effectiveness. African Capacity Building Foundation (ACBF) was established in 1991 to build sustainable human and institutional capacity in support of Africa’s development. The Foundation’s goal is to improve the lives and prospects of people throughout the African continent. ACBF supports capacity development in Africa through grant making, knowledge sharing and technical assistance to countries and regional and sub-regional organizations. ACBF’s approach to capacity development focuses on addressing capacity needs and gaps as well as on stakeholder ownership of interventions, project and program sustainability and synergy of interventions with other development funding institutions. With 26 years of experience in Africa, the ACBF is transforming itself from a β€œgo-to” place for grants into a β€œgo-to” place for investments in integrated capacity development. The Foundation has therefore developed and is operationalizing a 5-year strategic plan (2017-2021) based on four strategic pillars and five service lines. The four strategic pillars read as follows: enabling effective delivery of continental development priorities, supporting countries to achieve tangible development results, enhancing private sector and civil society contributions to sustainable development, and leveraging knowledge and learning to increase development effectiveness. For ACBF to successfully deliver on its mandate, it requires a competency framework to ensure that the right people of the highest calibre are doing things in the right way; Creating a shared language and consistency in managing performance across the Foundation. 2. Objectives of the Assignment To establish a competency framework that would strengthen the human resource management processes within the Foundation as everyone will be knowledgeable of the applicable competencies and how they operate. In this regard, the services of a firm are required to support the Foundation in the process of facilitating a process where staff jointly formulate the competency framework for the Foundation. Specifically, the process seeks to: Β· Define Core competencies’ which apply to all staff of the organization Β· Define β€˜Functional competencies’ which apply to all staff within given functional streams. Β· Define specific behavioral indicators expected at each competency level to differentiate performance levels and show successful performance Β· Improve the objective performance assessment of staff. Β· Identify competency gaps and address them through focused staff development and learning and/or targeted external recruitment Β· Link competency framework to a multi-rater performance feedback system 3. Scope of the Assignment The assignment requires an individual consultant and the scope of work for this assignment will include: Β· Carry out functional competencies needs assessment Β· Reviewing the competency framework and core values that are in place Β· Reviewing the job profiles in place to assess functional competencies Β· Develop a competency framework Β· Conducting a training workshop for the competency framework Β· Develop a workshop evaluation Delivering the workshop according to methodology and plan. (Consultant to propose own methodology). 4. Expected Deliverables Β· Prepare and submit an inception report detailing out the approach, methodology and work plan of the assessment Β· Draft report of the findings in the competency needs assessment before conducting the workshop. Β· Soft copy workshop handouts and materials. Consultant will provide in hard copy those materials that may not be distributed as soft copy. Β· Deliver the workshop as per agreed program Β· A 360 degree/Multi-rater assessment tool and administration guidelines. Β· Hard and soft copy of final competency framework report of the workshop including Tools, materials, interventions, and recommended processes for their implementation and recommendations for further interventions encompassing: i. Core Values and related behavioural indicators ii. Core competencies and related behavioural indicators and levels iii. Functional competencies and related behavioural indicators and levels. 5. Qualification and Experience ACBF is looking for a consultant that meets the following minimum requirements: Β· Master’s degree in Social and/or Behavioural Sciences, Human Resources Management or any relevant discipline Β· A minimum of 5 years’ experience for in developing Competency Frameworks, as well undertaking Performance Management training and other organizational development activities for similar organizations. Β· Experience in Appreciative Inquiry is desirable Β· Traceable references where similar assignments were carried out - at least 5 similar assignments done over the past (to provide link or details of the referees). Β· Specific knowledge and experience of developing competency frameworks for international development organizations will be considered an asset. Β· Specific experience in developing and training on 360 degree/Multi-Rater performance feedback system is desirable Β· A professional in facilitating workshops Β· Proficiency in English language 6.
