  • Expression of Interest are invited for Consultancy Services for the Project Completion and Performance Evaluation (PCPE) of Strengthening Institutions of Transparency and Accountability (SITA) Project: Zimbabwe. The Government of Zimbabwe has received financing from the African Development Bank Fund towards the implementation of Strengthening Institutions of Transparency and Accountability (SITA) Project, and intends to apply part of the grants to payments under the contract for Project Completion and Performance Evaluation (PCPE) of the SITA Project in Zimbabwe. The overall objective of the assignment is to review implementation and development results of the SITA project, and identify lessons learnt in designing and managing future programs. The PCPE should review the project’s contribution to development outcomes and the degree to which the project achieved its development objective and outputs as set in the project appraisal report. The services included under this project are: (i) Assess the delivery of expected project outputs and results; (ii) Assess whether the programme met all its development objectives as indicated in the results framework including (a) assessment of the relevance, consistency and sustainability; (b) achievement of the expected outputs, outcome and development results; and (c) compliance with relevant covenants and safeguards; (iii) Identify main project components related activities that had impact on the performance of Parliament of Zimbabwe and the Office of the Auditor General (OAG); (iv) Assess performance of the Parliament of Zimbabwe and the African Development Bank at all stages of programme design and implementation (identification, appraisal, negotiation, implementation and completion of the project); (v) Draw up lessons to be learnt with regard to project design, implementation and management; and (vi) prepare the draft and final project completion report incorporating comments from Parliament of Zimbabwe, OAG and the African Development Bank. The estimated working days are 25 days. The Parliament of Zimbabwe, now invites eligible individual consultants to indicate interest in providing these services. Interested consultants must send CVs that provide information indicating that they are qualified to perform the services. Required minimum qualifications and experience for the consultancy include: β€’ Advanced degree (minimum a Master Degree) in Economics, Public finance management, project management and other related fields. A PhD in Economics or related field will be an added advantage. β€’ 8 years’ experience in a project management related work, 5 of which is in Senior Management level and in a multilateral institution. β€’ Demonstrated experience of project completion report or post evaluation of projects/programmes preparation. β€’ Experience in design, review and management of Parliamentary Development Programmes will be an added advantage. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s β€œRules and Procedures for the use of Consultants” September 2010, revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
