  • Expression of Interest are invited for Consultancy Services for the Provision of Writer Services to the African Capacity Building Foundation (ACBF). The African Capacity Building Foundation (ACBF) was established in 1991 to build sustainable human and institutional capacity in support of Africa’s development. The Foundation’s goal is to contribute to Africa’s Transformation and Sustainable Development. ACBF supports capacity development in Africa through investments in capacity, knowledge sharing and technical assistance to countries and regional and sub-regional organizations. ACBF’s approach to capacity development focuses on addressing capacity needs and gaps as well as on stakeholder ownership of interventions, project and program sustainability and synergy of interventions with other development partners. To support capacity development interventions, ACBF has adopted its Strategy 2017–2021. For the implementation of the Strategy, building partnerships and ensuring the full support of African countries is critical for its success and impact. Indeed, the four pillars – namely (1) enabling effective delivery of continental development priorities; (2) supporting countries to achieve tangible development results; (3) enhancing private sector and civil society contributions to?sustainable development; and (4) leveraging knowledge and learning to increase development effectiveness – are anchored on demonstrating results and impacts. To encourage support towards the implementation of the ACBF Strategy 2017-2021, as well as widely share the achievements and impacts of ACBF, there is need for ACBF to continuously engage its stakeholders by sharing up-to-date articles on ACBF’s role on addressing capacity development. It is against this background that ACBF would like to engage two writers to support, among other tasks, the drafting of its Annual Report as well as write on topical capacity development issues. The ACBF will assign themes and give guidance on the scope for the articles to be written, avail publications for review and other documents to inform the articles to be written. The writers are expected to write and submit the articles to the ACBF. The ACBF will determine what articles are used for its communication. Objective The overall objective of the consultancy is to provide support to ACBF in creating awareness on its capacity development interventions in Africa. The specific objectives are: 1. Attain greater visibility of ACBF’s achievements. 2. Engage and inform ACBF stakeholders and the general public on ACBF’s successes and activities. Scope of work The writers will be expected to run interviews and write well researched high-quality articles. They will be engaged to do the following; 1. Write for the Foundation’s Annual Report. 2. Write articles on capacity development issues with themes suggested by ACBF. 3. Write human interest feature articles on ACBF supported projects. 4. Write analytical articles from ACBF publications including but not limited to the Africa Capacity Report, Development memoirs and policy briefs assigned by ACBF. 5. Write success stories including testimonials from beneficiaries of ACBF supported learning institutions. 6. Contribute Op-eds on behalf of ACBF. Qualifications and Experience 1. Higher diploma in Journalism, Communication or English Literature. A first degree in Journalism, Communication or English Literature, Social Sciences or Arts is desirable. 2. At least five years’ experience as a writer. Two years writing on developmental issues is desirable. 3. At least 3 years work experience at a national or regional mainstream newspaper/publication. 4. The candidate should provide at least five published articles under their line. 5. Ability to express clearly and concisely ideas and concepts in written and oral form. 6. Proven skills in communication, networking, advocacy and negotiation. 7. Competence in office applications, e.g, MS-Word, Notepad, PowerPoint, MS-Excel. Expected Deliverables 1. 600-word article for the website and Africa Capacity Bulletin 2. 1500-word blog article 3. Annual Report Reporting Requirements and Time Schedule for Deliverables 1. The writers will report to the ACBF’s Communication Unit or any other staff as may be designated. 2. Website and Africa Capacity Bulletin articles must be submitted within a maximum period of 5 days from the date of assignment. The soft copy articles will be submitted via email in MS Word format or any other editable format. Pictures taken should be at least 5 mega pixels, high resolution, and jpeg or png format. 3. The Annual Report should be submitted within 28 working days from the date of the assignment. Consultancy Duration The writer will be engaged for an initial period of one year from 1 November, 2019 to 31 October, 2020, renewable subject to confirmation by ACBF. Working arrangements The Communication Unit will give clear directions to the writer including which organization to visit for interviews, provide contact person and make travel arrangements if necessary. Where possible, ACBF will provide relevant information needed for a particular assignment. The assignments are home based. The writer is expected to use his own equipment (i.e. laptop, internet connection, printer, and camera). Selection Method A Consultant will be selected in accordance with the Selection Based on the Individual Consultants Qualifications method set out in the African Capacity Building Foundation’s Procurement Guidelines. The duration of the assignment will be a period of one year. Submission Detailed CV (not more than 5 pages) with subject marked β€œExpression of Interest – β€œConsultancy Services for the Provision of Writer Services to ACBF”shouldbe submitted through email to ProcurementUnit@acbf-pact.org or as hard copies at the address below on or before 1600 hours local Harare time on 7 October, 2019.
