• Expression of Interest are invited for Consultancy Services to review the State Enterprises and Parastatals Ownership Model in Zimbabwe. The Government of Zimbabwe has received grants from the African Development Fund towards the cost of Institutional Support for State Enterprises Reform and Delivery Project (ISERDP), and intends to apply part of the agreed amount for these grants to payments under the contract for consultancy services to review the State Enterprises and Parastatals Ownership Model in Zimbabwe. The objective of this assignment is to undertake a review of the current Ownership Model of State Enterprises and Parastatals (SEPs) in Zimbabwe, and recommend an appropriate SEPs Ownership Model; legal and institutional changes for its implementation. The services will include: (a) review the current SEP Ownership model in Zimbabwe in light of existing legal framework; (b) Examine possible SEP Ownership Models which can be adopted in the Zimbabwean environment; (c) Identify the most appropriate SEP Ownership model that will promote effective SEP reforms and performance monitoring of SEPs; and (d) Recommend effective institutional and legislative framework, which enhances effectiveness in performance monitoring, restructuring and management. The Government of Zimbabwe, through the Ministry of Finance and Economic Development, now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s ’Procurement Policy for Bank Group Funded Operations’, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
