- The Zambezi Watercourse Commissionhas received financing fromthe World Bank throughthe multi-donor trust fund for Cooperation in International Waters in Africa (CIWA)toward the costof the Zambezi RiverBasin Management Project andintends to apply part ofthe proceeds for consultingservices for the development ofthe Strategic Plan for the Zambezi Watercourse. The consulting services("the Services") include the formulation of theStrategic Plan for the Zambezi Watercourse. The specific consultingservices include, but are notlimited to:(a) Assessment and improvement of the knowledge and analytical foundation fordeveloping the StrategicPlan for the ZambeziWatercourse; (b) Through a stakeholder consultative process, development of a shared understandingof issues around the Zambezi River Basin and the cooperative water resources management and development options to inform the plan; 1(c) Development of the objectives of theStrategic Plan for the ZambeziWatercourse throughreviews of basin level development objectives and comparing them to national development visions of the riparian states as these relate to the Zambezi watercourse; (d) Development of a series of position papers around thematic areas which could include infrastructure overviews and databases; major potential investment options in varioussectors; initial assessments of economic,hydrological, social and environmental implicationsof such options; and assessment of the welfare gains and their distribution among Riparian States and groups of stakeholders within the Riparian States; (e) Development of an updated analysis of current and future water uses in thebasin; (f) Determination of the economic role of water andthe value of water amongst competing uses; (g) Assessment of the institutional and policy requirements for cooperation and joint development options aswell as development of measures necessary for the avoidance and resolution ofdisputes; (h) Identification, compilation and reporting regarding nationallevel investment needs/plans; (i) Development and proposing of a framework for prioritization of projects and programmes using a multi-criteria analysis to balance sub-sectoral investmentneeds and inform the strategic plan?including an analysis of various models and options forfinancing key priority investments and identifying opportunities for regional development through cooperative/joint investments; (j) Development of possible, additionalbasin planning tools and processes to promote, support and coordinate the efficient management; sustainable development; and reasonable and equitable utilization ofthe water resources of the Zambezi Watercourse; and (k) Development of "a masterdevelopment plan comprising a general planning tool and processfor identification, categorization and prioritization of projects and programmes for the efficientmanagement and sustainable development of the Zambezi Watercourse" (Strategic Planfor the Zambezi Watercourse). The ZAMCOM now inviteseligible ConsultingFirms (Consultants) toindicate their interest in providingthe Services. Interested Consultantsshould provide information demonstrating that they have the expertiseand experience to performthe Services. Consultants who have previously submittedan expressionof interestareencouraged to re-submit. Consultants mayassociate with other firms inthe form of a joint venture ora sub-consultancy toenhance their qualifications. The shortlisting criteria are: (a) General experience of at least 10 years in water resources, planning, managementand development.(b) Specific experience of atleast three similarassignments involving development of strategicplans for water resourcesmanagement and development in transboundary riverbasin contexts.(c) Availability of appropriately skillsamong staff in thefollowing areas: (i) water resourcesdevelopment; (ii) international water resourcesmanagement; (iii) infrastructure investment planning; (iv)economic and financial analysis. 2The attention of interested Consultants is drawn toparagraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers,dated January 2011("ConsultantGuidelines"), setting forththe World Bank'spolicyon conflict ofinterest. Consultants may associate with otherfirms in the form ofa joint venture or a sub-consultancy to enhance theirqualifications. However the expression of interestmust specify the nature of association (i.e. whether joint venture or sub-consultancy) andshall specify the lead firm. A consultant willbe selected in accordancewith the "Quality andCost Based Selection (QCBS)"method set out in theConsultant Guidelines.
