  • Expression of Interest are invited for Consultancy Services To Developing Innovative Capacity Development Approaches. 1. Background. The African Capacity Building Foundation (ACBF) was established in 1991 by the World Bank, the United Nations Development Programme, the African Development Bank, African Governments, and bilateral partners to tackle Africa’s capacity deficits and invest in strengthening local human and institutional capacity. While the capacity to implement the policies and development plans remains an issue across the continent, significant strides have been made by various partners on capacity building, with the Africa Capacity Reports[1] showing most countries attaining medium level capacity especially with regard to policy formulation and analysis. Through its interventions in the past 26 years, ACBF has been able to contribute to the development of Africa’s public-sector capacities by investing in countries’ intellectual infrastructure through the think tanks, the training institutions, and other types of capacity development initiatives. ACBF has also invested in supporting non-state actors like civil society and private sector organizations for their effective engagement in policy and development plans. Moreover, ACBF has complemented these investments by developing an explicit knowledge management function, which includes the production and dissemination of fit-for-purpose knowledge products and services. To continue to play its role as a strategic partner of African countries and regional and pan-African institutions, ACBF is now implementing its Strategy 2017-2021 with the overall goal of contributing to the emergence of Skilled People and Strong Institutions to Transform Africa. The Strategy is being implemented through four mutually supportive strategic pillars, namely: (1) enabling effective delivery of continental development priorities; (2) supporting countries to achieve tangible development results; (3) enhancing private sector and civil society contributions to sustainable development; and (4) leveraging knowledge and learning to increase development effectiveness. Key on the delivery of its capacity development interventions, the Foundation places its Strategy 2017-2017 under the overall emblem of innovation in implementation for better development results. This is in realisation of the need to learn from the Foundation’s past interventions and those of other capacity building players on what works and doesn’t in capacity development in Africa. This should then inform development of innovative capacity building approaches which can effectively support the continent’s transformation agenda as espoused in Agendas 2063 and 2030 (also known as Sustainable Development Goals – SDGs) In light of the new development frameworks on continent and the key role of innovation in the ACBF Strategy, there is need to develop the ACBF staff’s level of competencies for fit-for-purpose and sustainable capacity development support on the continent. β€˜Developing Innovative Capacity Development Approaches’ hence becomes a critical area for training. It is against this background that ACBF seeks to select a Consultant (organization or individual) in order to develop training materials and conduct training for ACBF Staff in this area. 2. Objectives of the Training The overall objective of the assignment is to develop training materials and conduct the training for ACBF Staff which can also be used by ACBF to teach some key target groups in a trainer-for-trainer format. The specific objectives are: Β· To develop or tailor make a training program/curriculum on β€˜Developing Innovative Capacity Development Approaches’, including key training materials (training manual for facilitators and lesson plans); Β· To conduct training courses for ACBF Staff in Harare (Zimbabwe) on the module as well as on the effective use of the training materials; and Β· To coach selected ACBF Staff in training courses and give feedback to them so that they could conduct training courses afterwards (trainer-of-trainers). 3. Scope of Work The consultant/trainer will undertake but is not limited to the following tasks in the three stages. Stage 1: Develop training material Β· Develop a proposal for the training curriculum, including the training objectives, training topics and duration, training target groups and discuss with ACBF for feedback and approval; Β· Conduct meeting with ACBF Management for the purpose of tailoring the training program for ACBF Staff; Β· Design the outline structures of the training materials and discuss with ACBF for feedback and approval; Β· Develop the training material, including trainer’s facilitator’ guide, and training material; and Β· Submit the draft version of the comprehensive set of training materials to ACBF for approval. Stage 2: Training of ACBF 15 Staff Β· Conduct a training courses in English to ACBF Staff; and Β· Provide reports on the training conducted. Stage 3: Coaching of 5 selected ACBF staff Β· Conduct more specialized training to select ACBF staff for them to be able to conduct training courses to other target groups using the developed training materials Β· Improve the training materials based on the feedback received after the trainings 4. Expected Deliverables Β· Training module, program and training slides for participants (before the training); Β· Conduct the training of 2 groups (one for the staff and the other for the train the trainers) Β· Report with training manuals, material and guidelines (after the training). 5. Request for Expression of Interest The African Capacity Building Foundation now invites eligible and qualified Individuals to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services giving a description of similar assignments undertaken. 6. Qualifications of Consultants The following skills and knowledge are necessary to carry out the consultancy: Β· A PhD degree in a development-related discipline, with specialization on capacity development as an advantage; Β· At least 10 years of experience in building practical skills for better design, planning, implementation and assessment of capacity development initiatives; Β· At least 10 years of proven experience as trainer and facilitator of the trainings; Β· At least 10 years of experience in international development, with extensive experience in working or supporting African countries; Β· Proven experience in writing manuals, booklets or similar training materials. Β· Fluent in English language; and Knowledge and experience of ACBF’s work and mandate will be considered an asset 7. Selection of individual Consultant A Consultant will be selected in accordance with the Selection Based on the Individual Consultants Qualifications method set out in the ACBF’s Procurement and Procedure Manual. 8. Submission Detailed CV (not more than 5 pages) with subject marked β€œExpression of Interest – β€œConsultancy Services to Consultancy Services to Developing Innovative Capacity Development Approaches”shouldbe submitted through email to ProcurementUnit@acbf-pact.org or as hard copies at the address below on or before 1600 hours local Harare time on 12 July, 2018.
