  • Expression of Interest are invited for Consultant to Provide Facilitation Services for the Acbf Annual Coordination Workshop for Sub-Grantees. BACKGROUND: 1. The ACBF is working to advance evidence-based tobacco control policy in Africa in partnership with the Bill & Melinda Gates Foundation (BMGF). The intervention is geared towards the enforcement of the Framework Convention on Tobacco Control (FCTC), supporting implementation and enforcement of proven tobacco control policies raise tax on tobacco products, tobacco advertising, sponsorship and promotion bans, graphic health warning labels on tobacco products, and 100% smoke-free environments - , increasing public and policymaker knowledge of the harmful effects of tobacco and instilling change attitudes and perceptions related to tobacco use, funding global and locally-based research to inform ongoing policy and social marketing efforts are the pillars of the Foundation’s strategy. 2. The ACBF is supporting several partners namely, the Centre for Tobacco Control in Africa (CTCA), Ministry of Health and Social Action (MOH) in Senegal, The African Tobacco Control Alliance (ATCA), the Sefako Makgatho Health Sciences University (SMU), the Economics of Tobacco Control Project/University of Cape Town (UCT) and African civil society organizations ( CSO ), with strategic grant making, capacity building and effective coordination with other Partners namely, the World Health Organization – Africa regional office (WHO-Afro), and Campaign for Tobacco-Free Kids (CTFK) working in tobacco control in the WHO-African region. 3. The ACBF conducts annually coordination workshops to strengthen the capacity of the sub-grantees in a specific area. This year, the focus will be on resource mobilization and sustainability of the sub-grantees beyond the current funding. A seasoned facilitator will be engaged to guide and share best practices in TC resource mobilization and sustainability. ACBF hereby solicits suitable, reputable and experienced individual Consultants to provide the Facilitation services. JUSTIFICATION 4. The ACBF, since inception of the TC program, conducted annually coordination workshops for sub-grantees. In 2015, the annual coordination workshop focused on ACBF procedures and project management targeting all sub-grantees. In 2016, the focus was on advocacy for Civil Society Organizations working on the passage of TC Bills which was done in collaboration with the Campaign for Tobacco Free Kids (CTFK). The support to the sub-grantees will be coming to an end in early 2018, therefore, there is need to strengthen the sustainability of the CSOs and the other sub-grantees to spur the implementation of TC initiatives beyond ACBF financial support. 5. The tobacco control initiatives require comprehensive and long term efforts to be effective, hence there is need to ensure sustenance of the TC programs. The main challenge facing African Tobacco CSO has been diversification of sources of funding. Sustainable funding for CSO is critical to complement government efforts with advocacy work in order to reduce tobacco use. Resource mobilization must be generated within countries for it to be sustainable. In line with this, the annual coordination will therefore provide an opportunity to look into avenues for domestic resource mobilization for TC initiatives. 6. An Individual Consultant will be engaged to provide facilitation services in the workshop thematic areas of resource mobilization and sustainability. OBJECTIVE 7. The purpose of the workshop is to enhance understanding of the sub-grantees on institutional capacity building, resource mobilization and share mechanisms for sustainability. Specifically, the workshop seeks to: Β· Discuss ways and mechanisms to enhance resource mobilization for TC programs; Β· Strengthen institutional capacity for sustainability of TC initiatives; Β· Discuss, share best practices and experiences to improve policy networking, Β· Strengthen collaboration platforms and linkages amongst the sub-grantees for sustainability. SCOPE OF WORK 8. The Individual Consultant will prepare a background paper on the resource mobilization and sustainability issues with practical case studies from Africa and other regions. The paper will be the guiding document for the delivery of the workshop to be conducted for 3 days from 27th to 29th of September 2017. The workshop will be held for 32 ACBF supported sub-grantees in Harare, Zimbabwe. 9. The Consultant will also prepare training materials and presentation slides to be shared with ACBF prior to the workshop. In addition, the Facilitator will discuss with ACBF and finalize the workshop programme.
