  • Tenders are invited for Consultants for the End Evaluation of the ZIMJRII. Oxfam Novib is looking for a team of experienced evaluators, for the end evaluation of the Zimbabwe Joint Response II (ZIMJRII). The ZIMJRII aimed to provide humanitarian assistance to the most vulnerable people affected by the El Nino-induced drought and food security crisis in Zimbabwe, while at the same time promoting early recovery strategies and ensure that humanitarian assistance can be scaled down after the next harvest. ZIMJRII is a consortium of five humanitarian organizations (Oxfam Novib, in partnership with ICCO/Kerk in Actie, Plan Nederland, Terre des Hommes and World Vision), funded through the Dutch Ministry of Foreign Affairs. The implementation period of the ZIMJRII is 9 February โ€“ 31 August 2017. The external evaluation shall be conducted in September/October 2017. The objectives of this final evaluation are twofold: ยท Objective 1: Assess the relevance, effectiveness, efficiency and sustainability of the ZIMJRII with a sectoral focus on of cash transfers, community gardens and school feeding, and a focus on linking relief and development. The question here is whether the activities that were completed under the ZIMJRII were appropriate under the context. ยท Objective 2: Assess the cooperation between the consortium partners, the role of the ZIMJRII lead and formulate lessons learnt. The second objective of the evaluation is to reflect on the process, thereby including a learning aspect on the ZIMJRII approach, for the participating organizations, the DRA and for the Dutch MoFA. The collaboration between the JR-partners has taken place in The Netherlands and in Zimbabwe through regular meetings and project visits. During the meetings, the context, progress of the ZIMJRII as well as challenges encountered and approaches of the partners were discussed. The team should possess the following qualifications: ยท Excellent track record in leading evaluations of humanitarian response programs; ยท Experience with leading evaluations of humanitarian consortium programs; ยท Culturally sensitive; ability to understand the local power dynamics while still being able to reach out to vulnerable people without increasing their risks of abuse or violence; ยท Excellent communication, listening and interpersonal skills, including experience with diverse cultures and ethnicities and the ability to function in challenging environments; ยท Interviewing skills and ability to facilitate group discussions; ยท Proven statistical and qualitative data analysis skills; ยท Strong writing and presentation skills; ยท Fluent in English ยท At least one team member should have working knowledge of Shona language.
