  • Tenders are invited for Consultants for Finalization of Human Papilloma Virus Vaccination Program Social Mobilization, Advocacy, and Behavior Change Communication Strategy. Background Human Papilloma Virus (HPV) is a vaccine preventable disease that affects the sexual and reproductive health of young girls worldwide. The HPV vaccine (administered between 9 - 14 years old) can benefit girls' health, since it helps to protect them from cervical cancer. WHO recommends that the HPV vaccine be administered to prevent infection with two types of human papillomavirus that account for 85% of cervical cancer cases. Concerns about the HPV vaccine safety are common during its introduction, since globally/locally the vaccine targets girls before they become sexually active to prevent the acquisition of the sexually transmitted infection (STI). The full benefits of the HPV vaccine in reducing infection and the subsequent risk of cervical cancer will only be appreciated years after girls have been vaccinated. The Ministry of Health and Child Care (MoHCC) and UNICEF intend to finalize Advocacy, Social Mobilization and Communication Strategy, Implementation Plan and Costed Budget for sustaining delivery of the HPV vaccine in Zimbabwe. The approach should ensure that the HPV vaccination program becomes positively associated with adolescent girls’ health, and that it is a socially accepted service. UNICEF will support the MoHCC in the revision, updating and finalization of the Communication Strategy and key integrated messages, to advocate with policy/decision-makers, service providers, community leaders, headmasters, teachers, faith-based organizations, parents, caregivers, pre-adolescents and adolescents, youth groups, all of whom have been identified as key audiences, to create an enabling environment for the continueduptake of the HPV Vaccine in Zimbabwe. Objectives In collaboration with Ministry of Health and Child Care, UNICEF and partners, under the general guidance of the Chief of Communication, the consultant will be responsible for the finalization of Advocacy, Social Mobilization and Communication for strategy, implementation plan and budget for social and behavioral change, to support the MoHCC in the communication efforts post Dose1(2018) and towards Dose 2 in Zimbabwe. The purpose of this consultancy is to ensure the final HPV communication strategy incorporates lessons learned from the formative researches, literature review, demo projects as well as the recent roll out in May 2018 target at over 800,000 girls. Methodology and Expected Outputs Advocacy, Social Mobilization and Communication Strategy, Action Plan, Budget and M&E Framework Β· In collaboration with the Ministry of Health and Child Care and UNICEF and partners, the Communication for Development Consultant will FINALIZE communication strategy and plan of action and M&E framework. Β· In collaboration with MOHCC and UNICEF Write a case study titled, β€œThe Role of Communication for Development and Media in the HPV Vaccine Introduction and Roll-Out in Zimbabwe, 2017-2019.” Β· Produce a digital inventory of all communication and media products produced in the campaign to be deposited on MOHCC and UNICEF e-platforms. Expected results: 1. HPV communication strategy for Zimbabwe- Dose 1 and 2, 2018-2019. 2. Communication for Development for HPV Introduction in Zimbabwe Case Study, and one pager C4D Works – Zimbabwe HPV Social Mobilization & SBCC. 3. Inventory – digitised – of all HPV multi-media sensitization, mobilization, behavior and social change IPC and mass media communication products from campaign Major tasks, Deliverables and Timeframes No Major Task Deliverable Timeframe (work-days) 1 Communication strategy Communication Strategy, Action plan, M&E plan 8 days 2 Case study and one pager C4D Works – Zimbabwe HPV Social Mobilization & SBCC. Publishing ready narrative. 5 Days 3 Β· Β· Digital inventory Key communication and media products for future adaptation and campaigning, prior approved by MoHCC and UNICEF 2 days Consultancy Timeframe The HPV Advocacy, Social Mobilization and Communication Consultancy is expected to commence in August 2018 and end in September 2018 for 15 working days. Consultancy Requirements Education Β· Advanced university degree in Health Promotion, Public Health or any other related field with emphasis on strategic Health Behavior Change Communication planning for Advocacy, Social Mobilization and Participatory Communication. Experience Β· The Individual must have a Minimum of 5 years of progressively responsible professional work experience in the development, planning and management of health behavioral change communication programs, with practical experience in the adaptation and application of communication planning processes to specific programs. Β· The Individual must have a track record in the Development of Advocacy, Social Mobilization and Behavior Change Communication Strategies in the Health Sector in Zimbabwe. Β· The Individual must have experience in developing and delivering training on behavioral change communication. Β· Experience in development of similar programs aiming at improving adolescents' health and/or increasing vaccination.
