  • Tenders are invited for consultants for the Health Emergency Specialist (Open to Zimbabwe nationals only). Background Zimbabwe is currently experiencing a cholera outbreak which was declared by the Ministry of Health and Child Care in September 2018. The outbreak is mainly in Harare with over 90% of the cases reported. However, some sporadic cases have been reported outside Harare and this includes areas in Manicaland, Mashonaland East and Central, Masvingo and Midlands provinces. 2. Introduction The ongoing cholera outbreak is difficult to predict and likewise may deteriorate quickly with the onset of the rainy season, necessitating a robust Emergency Preparedness and Response in accordance with UNICEF's policy on humanitarian action and its Core Commitments for Children, the CCCs. It is likely that the outbreak, coupled with typhoid cases, may spread throughout the country and thus extending UNICEF support beyond the current hot spots to other at-risk areas at the provincial and district levels is of utmost importance. As such, the health program requires additional human resources to stay ahead of the epidemiological curve through intensifying field interventions and monitoring. Furthermore, the recruitment of a health professional based in Harare to support planning, implementation and monitoring of related health emergency activities is deemed critical to provide a timely and efficient response 3. Objectives · Provide professional assistance in the formulation and/updating of health action plans in preparation and response to the current cholera & typhoid outbreaks and other emergencies that may occur · Support the collection, interpretation and analysis of all available data on the evolving cholera outbreak and other health emergencies that may occur and maintain the effective flow of information and communication · Assist in organizing and conducting staff training for the partner\'s capacity building needs in health emergencies preparedness and response · Conduct regular visits to the emergency affected locations to conduct assessments of the magnitude of the problem and its implication on children, mothers and community and assess the ongoing health interventions and their impact on the emergency as well as gaps observed · Support the implementation of the emergency health response as necessary through follow up on the timely delivery of assistance and supplies, monitors the appropriate and effective use of UNICEF resources. Identify problems and constraints in emergency health programme delivery · Working closely with Ministry of health and Child Care and other Health partners, participate in coordination meetings and highlight the UNICEF contribution to the cholera response and other emergencies that may occur · Timely provision of inputs into reports (SITAN, SITREPS, DONOR reports), updates to the Emergency Management Team, proposals and other documents as requested by the Country office. · Work with colleagues to make sure that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office emergency workplan · Provide weekly updates on the status of implementation of emergency health response interventions and a comprehensive monthly report on the same. · Technical support to cholera and Typhoid vaccination campaign planning and roll out process 3. Methodology & Expected Output Under the general guidance and supervision of the Health Manager, the Health Emergency Specialist will be responsible to continue support to the National Rapid Response Team in areas of coordination, preparedness activities in hots spots, provision of the required inputs on the emergency documents (SitReps, Appeals, sector reports etc.) and provision of inputs in the typhoid and cholera vaccination campaigns as below: · Health Emergency Reports (SitReps. Appeals, Request on reports from the RO) are completed and submitted within the given deadlines · National Emergency preparedness plans are updated with technical inputs from UNICEF · Donor reports (CERF, GATES, DFID) meeting the UNICEF quality standards are compiled and submitted within the deadlines as outlined in the funding proposals · A database on health interventions and fund utilisation developed and updated on a bi-weekly basis · The Health Emergency Response plan is updated with the most current data and analysis 5. Major Tasks, Deliverables and Timeframes Timeframe Deliverables Payment 1st month (22 working days) · Four updated weekly Sitreps with analysed information of the prevailing emergencies including current civil unrest, ongoing interventions & gaps · One updated and costed internal response plan based on the health CCC · Weekly priority/task plan · Organize and support planned cholera/typhoid/emergency trainings and submit training report at the end · Progressive updates from emergency coordination meetings with government and other Partners · Follow up revision of cholera guideline & provide technical support during the process · Monthly report summarizing all the above 25% 2nd month (22 working days) · Four updated weekly Sitreps with analysed information of the prevailing emergencies, ongoing interventions & gaps · Organize and support planned Âcholera/typhoid/emergency trainings and submit training report at the end · One field mission report from visited hotspot districts with follow up action plan · Bi-weekly updated matrix of health emergency activity implementation status, funding utilization and supplies distributed/pipeline and ways forward for gaps · Once comprehensive report on the technical support to OCV and TCV campaign (microplanning, vaccines delivered, daily coverages & challenges) & UNICEF contribution · Consolidate and submit donor reports (whichever is due that specific month) and · Progressive updates from Âemergency coordination meetings with government and other Partners · Monthly report capturing situation update, interventions done and OCV and TCV campaign. 30% 3rd Month (22 working days) · Four updated weekly Sitreps with analysed information of the prevailing emergencies, ongoing interventions & gaps · Timely provision of inputs to CERF, Japan, DFID interim and final donor reports and other potential proposals (whichever is due) · Bi-weekly updated matrix of health emergency activity implementation status with timings, funding utilization and supplies distributed/pipeline and way forward for gaps · Once comprehensive training report for the planned health emergency trainings · Follow up revision of cholera guideline revision provide technical support during the process · Technical support in proper decommission of cholera treatment sites once the outbreak is declared over through (updating/development of guidance note) · Monthly report capturing the above points 30% 4th month (22 working days) · Four updated weekly Sitreps with analysed information of the prevailing emergencies, ongoing interventions & gaps · Timely provision of inputs to any pending donor report, proposal (whichever is due) · Bi-weekly updated matrix of health emergency activity implementation status with timings, funding utilization and supplies distributed/pipeline and way forward for gaps · Final report of the consultancy period 15% This assignment will be most suitable for current mid-level: · Degree in Public Health, Epidemiology, Health Sciences, or related field. · At least 5 years working in health sector, with experience on Health emergency response · Excellent communication and interpersonal skills and ability to support multidisciplinary teams and interact and communicate with government and non-government partners are required · Experience managing CERF and DFID emergency grants is a must. · Excellent writing, computer skills (Excel, word and power point); · Fluency in oral and written English is required · Familiar with the Zimbabwe context and the national health system is considered an asset. 6. Consultancy Timeframe The assignment will be completed within 4 months, starting February to May 2019. 7.
