  • Tenders are invited for Consultants for Provision of Technical Support in Capacity Building for Leadership, Management and Supervision in the Ministry of Primary and Secondary Education. Β· Background and Justification In an effort to ensure the equitable delivery of education services of good quality on a sustainable basis, the Ministry of Primary and Secondary Education (MoPSE) has found it necessary to expand its capacity through huge investment in the knowledge and skills of its staff. The importance that MoPSE attaches to capacity building is reflected in its 2016-2020 Education Sector Strategic Plan (ESSP) where Capacity Development is one of its key programmes. The critical areas where capacity development was highlighted as a pressing need are those relating to leadership, management and supervision. Back then in 2016, MoPSE had acknowledged that capacity strengthening in these three areas would ensure β€œan increase in efficiency and improved quality learning” (ESSP, p.61). In its 2016-2010 grant application to the Global Partnership for Education (GPE), MoPSE included as one of the five programme components a programme on Institutional Strengthening. This component recognized that β€œone of the key determinants of equitable delivery of good quality education services is MoPSE’s institutional capacity” and that it (MoPSE|) sought to accomplish this through β€œa substantial investment in the capacity of the organisation’s leadership, management and administration” (Programme Document, 2016, p.42). While effective efficient and effective administrative structures are important, it clearly stated that it wanted to see its programs supported, managed and monitored by staff with the appropriate knowledge, management and leadership skills. Even though strengthening in leadership, management and supervision was considered a top priority, MoPSE was aware of the need to view capacity building within a broader framework, and it sought to implement capacity development initiatives over a longer time horizon. For this reason, in 2017 it (MoPSE) embarked on a Holistic Organisational Development (HOD) effort in order to identify existing capacity gaps in all facets of its operations. One key outcome of the HOD exercise is the preparation of a capacity development plan (CDP) that will guide the implementation of a more comprehensive, long-term capacity development programme. The broader goal of the HOD was to expand MoPSE’s capacity for responding more effectively and efficiently to the challenges of a changing environment. Within this broader framework, strengthened leadership, management and supervision at all levels are seen as contributing significantly to the achievement of the priorities set out in the 2016-2020 ESSP. Over the years, MoPSE has implemented a variety of training programmes for different categories of its staff. While some elements of these training programmes are still relevant, part of the knowledge and skills they promoted are no more relevant to the new context. It is therefore necessary to map out these programmes and, where possible, identify the components of the programmes that can be retained and updated. Furthermore, MoPSE already has considerable training capacity, and this in-house resource has been used to build more capacity. However, its Training Division does not have dedicated staff to develop, manage and monitor training programmes. It will require the services of a consultant who will ensure that a capacity plan is put in place, and that this plan is delivered in a well-coordinated way, with appropriate follow up to ensure timely implementation as well as the achievement of planned results. Β· Objectives The consultant will provide technical support to MoPSE in the design and implementation of a capacity building programme for its leadership, management and supervisory staff. The specific objectives of this consultancy are the following: Β· Identify the specific capacity gaps in MoPSE leadership, management and supervisory staff at the different levels of MoPSE; Β· Coordinate the development of training packages to address the capacity gaps identified; Β· Organise the delivery of training programmes for the different categories of MoPSE staff; Β· Monitor and assess the quality and effectiveness of training programmes and, where necessary, effect adjustments; and Β· Document the training activities in order to inform future programmes. Β· Methodology and Expected Outputs In the identification of MoPSE’s capacity requirements, the development of training programmes and delivery of training activities, the consultant is expected to engage senior MoPSE management to ensure their buy in and support. Thereafter, the consultant will work closely with the Training and Appraisal Division of MoPSE in the development of a broad, well-coordinated capacity building strategy for the entire Ministry. The consultant is expected to coordinate inputs from technical departments to ensure that training programmes meet the needs of different target groups. To ensure that the training programmes proposed address felt needs and builds on existing capacity. the consultant will be required to conduct a quick capacity mapping in order to establish the capacity that can be used for training purposes. Where gaps remain, the consultant will be required to identify individuals and institutions that can provide such training. These institutions include MoPSE’s partner organisations. Β· Scope of Work for the EDF Consultant The capacity development programme will be designed to meet the knowledge and skills needs of specific target groups. Β· Β· School Leadership and Management The school leadership and management Programme is about to take off after the Permanent Secretary approved the concept note. The following activities are planned for year 2018 which need support: Β· Supporting MoPSE in developing data collection tools on the establishment of the training needs for Education leadership and management Β· Reviewing and developing the manual on Education leadership and management Β· Supporting MoPSE in finalizing, designing, printing and distributing the manuals to all schools. Β· Training of PEDs, District Schools Inspectors (DSI), School Inspectors, School Heads and selected members of School Development Committees on education leadership, management and supervision. Β· Β· School Monitoring, Inspection and Supervision The Electronic Inspection Tool was developed and Pilot Tested in three Provinces which included Harare, Midlands and Mashonaland West. The following activities need to be conducted to institutionalize the tool within the MoPSE system Β· Conducting a brainstorming workshop with the Districts that participated in the pilot and finalize the electronic tool Β· Train all DSIs on the use of the electronic inspection tool Β· Train Head Office, Provinces and District Officers on the use of the electronic inspection tool and analysis of the data that would have been collected Β· Procurement and distribution of tablets (Procurement Strategy has been developed) Β· Monitoring the use of the system and offering technical support when the tool has been rolled out to all Districts. Β· Support to monitoring School Improvement grant Activities related to school monitoring, inspection and supervision are supported by UNICEF through the provision of a fuel facility to provincial and district offices. The consultant will be required to monitor use of the fuel in order to ensure MoPSE’s and UNICEF’s accountability for the fuel and thereby realise value for money. In addition, s/he will be required to review monitoring, inspection and supervision reports and consolidate key findings of the reports. These findings will be presented in a form that managers can use to improve future performance. To do this effectively, the consultant is required to: Β· maintain a database with updates on schools that are visited and the fuel consumed every month; Β· develop a finalized electronic monitoring system for monthly fuel reporting; Β· develop a database of analytical reports on monthly fuel consumption every month Β· Roll out the electronic monitoring system to all provinces and districts, and document experiences so that these experiences can be used to improve the system. Β· Β· Disaster Risk Management (DRM) So far, an action plan on DRR, Climate change and resilience building has been developed. IEC materials on DRR have also been designed and UNICEF’s Supply Section is facilitating the printing of the materials. The DRR manual that was developed by the Civil Protection Unit now includes a unit on WASH in schools. The consultant is required to: Β· develop a plan for, and monitor the distribution of the IEC material to all schools; Β· support MoPSE in printing the manual on DRM; Β· Develop a capacity building strategy for MoPSE staff at Head Office, Provincial, district and school levels in effective and adequate response to disasters and emergencies; Β· support the development, implementation and monitoring of a training programme for teachers on DRM.
