  • Request for proposals are invited for Zimbabwe: UNICEF Zimbabwe is inviting proposals from individual qualified national consultants to support Open and Distance Learning Module Writing. Under the supervision of the Research Officer in the Ministry of Primary and Secondary Education (NFE Department) and the Education Specialist (UNICEF), the consultant will work with the Ministry of Primary and Secondary Education and will liaise with relevant departments and sections of MoPSE, including CTDS and Secondary. Key Expected Outputs The expected outputs are: 1) Development of a training programme and training of teachers who will be involved as module writers for subject areas 2) Develop a workplan/schedule for the writers. 3) To provide technical guidance to writers and oversee the ODL module writing process. 4) Review and assess the module sections developed by the writers. 5) Provide progress updates to UNICEF/ MoPSE. 6) Produce final process report and completed edited modules ready for approval by MoPSE. Scope of Work The consultant will support the completion of the following tasks: 1) Consultative meeting with UNICEF/MoPSE (May). The consultant is expected to have an initial consultative meeting with UNICEF and the relevant department in MoPSE and CTDS. 2) Develop module writer's training programme and draft writing schedule for the 6 learning areas 3) Train writers in module writing and finalize writing schedule 4) Remote supervision of writers in conjunction with CDTS 5) Collate and edit the draft sessions into subject modules with detailed report of next steps Major tasks, Deliverables, Timeframe and Payment Schedule The assignment will be completed within 3 months, starting on 20 May to 30 August 2019, with a total of 42 working days. The proposed schedule of activities is: Major task Deliverable Timeframe Payment schedule 1 Consultative meetings, Develop Training programme, design writers' workplan Training programme and draft writing schedule 30 May 2019 5 working days 10% of agreed contract value Training of Writers and finalise writing schedule Report on the training and the finalized writing schedule 7 June 2019 7 working days 40% of agreed contract value 3 Supervise writers in conjunction with CDTS subject coordinators, collate subject sessions and edit the Draft modules 6 draft modules 20 August 2019 30 working days 50% of agreed contract value UNICEF will provide all necessary administrative and logistical support. All deliverables will have to meet the expected quality as assessed by the supervisor of the assignment. The consultant shall submit reports that documents and supports the deliverables, results achieved, lessons learned as well as challenges and recommendations. Timeframe This consultancy is expected to start upon signing of contract and be completed within three months. To qualify as an advocate for every child you will have… An advanced university degree (Master's or higher) in education or other social science field (i.e. psychology, sociology, economics) A minimum of 5 years of professional experience in module development in education or relevant areas Excellent writing and facilitation skills, with fluency in spoken and written in English. Knowledge of Shona and Ndebele is essential. Good computer, research and data management and analysis skills Excellent interpersonal skills and ability to support multidisciplinary teams Ability to interact and communicate with government and non-government partners Familiar with the Zimbabwean education context. Supervision: The Consultant will be co-supervised by the Ministry of Primary and Secondary Education (Non-Formal Education) department and the responsible Education Specialist in the Education Section, UNICEF Harare office. Other Consultancy Costs and Payment Modalities Financial Proposal Assessment/review will include: Overall Price. Completeness of the Financial Proposal (ensure that all costs, including professional fees, costs of travel and subsistence allowances are included in the price offered). Payment terms/schedule of payment proposed. Competitive market rates will apply, and the consultant should submit a technical proposal and an all-inclusive financial proposal in his/her proposal. However, the consultant may be expected to travel outside Harare to facilitate a training workshop, (for a maximum of 5 days) for which DSA will be paid according to the proposal or as per UNICEF agreed rates, and on actual basis once trip is confirmed. If interested and available, please submit your application letter, CV, Technical Proposal and an All-Inclusive Financial Proposal detailing daily professional fees, proposed daily subsistence allowance fees for field travel and other relevant miscellaneous consultants costs for delivering this assignment.
