  • Design and Development of a National Web Based Database for VHWs in Zimbabwe Project Name : Global Fund to Fight Aids, Tuberculosis and Malaria (GFATM), Health Systems Strengthening (HSS) MAIN OBJECTIVES, RESPONSABILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK. The specific objectives of the consultancy are to: 1. Design and develop a national web based database for VHWs in Zimbabwe. 2. Develop an Ms Excel form for capturing data offline and exporting into the database. 3. Develop a relevant user guide/operational manual for the database. 4. Pilot the database 5. Develop agreed standard data backup applications and security restrictions while retaining efficient storage, manipulation and retrieval of such data 6. Train staff on the use of the database (A maximum of 10 staff to be trained in Harare) 7. Provide technical support after roll out to ensure optimal functionality of the database (3 months) BACKGROUND The Global Fund supports four grants in Zimbabwe, namely Malaria, HIV/AIDS, Tuberculosis and Health Systems Strengthening (HSS). The HSS grant covers the Health Worker Retention Scheme (HWRS), Community Systems Strengthening (CSS) and Health Information Systems (HIS). The CSS component of the grant supports strengthening of community systems, which fosters community involvement and ownership of HIV and AIDS, TB and Malaria interventions and contributes to the sustainability of the programmes. Community health workers (CHW) have been working on several programmes in the country since 1980 and the current GF grant supports the training of CHWs, and the payment of monthly allowances to 11,260 of these cadres. However it must be noted that there are some VHWs that are being administered under the Health Transition Fund being managed by the United Nations Children Education Fund (UNICEF) and other organisations like Plan International The concept of the community health worker is a key national strategy to address the acute shortage of professional health workers in most resource constrained settings in Zimbabwe. In Zimbabwe CHWs include the Village Health Workers (VHW), Community Based Distributors (CBD), Community Home Based Caregivers/Secondary Care Givers (CHBC/SCGs) and volunteers. The CHWs are trained in enhanced supervision in disease components to enable them provide support services for malaria, TB and HIV/AIDS. The trained CHWs performs such duties as treatment of minor ailments, provision of medical and psychosocial support to chronically ill patients at home, follow up on patients, identify problems in the community and promptly advise the rural health centres. It is against this background that the UNDP/GF is planning to have a database of all the VHWs in the country.
