ZIMRA/AFDB EOI 05/2020 - REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES -CONSULTANTING - DOMESTIC) Date: 18 September 2020 AFDB Grant No: 2100155046633 Project name: Tax and Accountability Enhancement Project (TAEP) Project ID: P-ZW-KFO-012 Title: Gender Policy and Strategy Development The Government of the Republic of Zimbabwe has received financing from the African Development Fund toward the cost of the Tax and Accountability Enhancement Project (TAEP), and intends to apply part of the agreed amount for this grant to payments under the Gender Policy and Strategy Development (Gender Mainstreaming) for the Zimbabwe Revenue Authority (ZIMRA). The objective of this assignment is to undertake an overall gender assessment of Zimbabwe Revenue Authority, culminating into finalisation of the draft gender policy, design a Gender strategy and train staff. The specific key objectives are: i. Align gender mainstreaming with the Sustainable Development Goal (SDG 5). ii. Finalize the Draft Gender Policy and organise Gender Mainstreaming training to strengthen the participants- practical skills in gender mainstreaming. This will strengthen ZIMRA-s obligation in mainstreaming gender in the entire value supply chain in revenue collection. iii. Identify key gender inequalities that constrain inclusive growth, assess the existing policy and legal frameworks from a gender perspective, and recommend key areas for strategic actions; iv. Provide concrete recommendations regarding existing gender gaps and inequalities and for accelerating the advancement of gender equality and the social and economic empowerment of women and their equal participation in decision-making; v. Develop Gender strategy and policy vi. Develop Training Module vii. Equip management with knowledge and skills of how to mainstream Gender in all ZIMRA operations. viii. Develop a report with recommendations to take forward gender training and sensitisation in ZIMRA. The Gender Mainstreaming consultancy services shall be rendered in the first half of the year 2021. The Consultant will perform the assignment-s activities as described below and the deliverables shall be concluded as specified. The assignment is expected to cover a period of forty (40) working days commencing from contract date, for on-site delivery. The Consultant shall provide ZIMRA with consultancy services in Gender Mainstreaming as per the following deliverables: i) Inception Report ii) Gender Audit and report iii) Develop a Gender Strategy/Policy document iv) Develop a Gender Training module and Training Plan v) Carry out Gender Awareness Campaigns, and Train the Trainers on Gender. vi) Weekly progress reports vii) Final Report at the end of the contract The Zimbabwe Revenue Authority (ZIMRA), now invites eligible Consultant(s) to submit their proposal(s) comprising of the following: i. Vendor information and pricing, highlighting key costs and any reimbursable expenses (if any). ii. An understanding and knowledge of the consultancy requirements along the lines of: a. Gender mainstreaming audit and training in large organisations b. Development of Gender Strategy and Policy documents c. Gender training iii. Financial proposal, in Word, showing clearly the budgeted cost for the work to be conducted by the consultancy under the scope of work above. The Gender Mainstreaming Consultant should have the following qualifications and experience: i. Master-s Degree in Gender Studies, Development Studies, Social Sciences or other related fields. ii. At least five(5) years experience in management of Gender Equality programmes, Gender mainstreaming or women empowerment policies/projects/programmes; iii. Knowledge of gender equality at institutional level. iv. International experience on gender equality will be an advantage. v. The ability to communicate, negotiate, analyse, elaborate and present reports and statements; vi. Good knowledge of the English language, written and spoken. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank-s “Rules and Procedures for the use of Consultants” September 2010, revised July 2012, which is available on the Bank-s website at http://www.afdb.org.
