  • Tenders are invited for Individual National Consultants for Provision of Technical Support in Improved Access and Quality in Formal and Non-Formal Education. Background Despite the significant progress made in providing access to education for almost all children in Zimbabwe in the late 1980s, economic crises over the past 15 years have reversed much of this progress. In 2017, the national primary school net enrolment ratio (NER) at primary school level (Grade 1 to 7) was 89.87% (male 89.28%; female 90.46%), and 52.78% (male 57.36%; 53.21%) at secondary school level (Form 1 to 6). Over 70,000 children dropped out, and dropout rates were 0.84% and 3.99% at primary and secondary levels respectively. Significant numbers of children do not transit from Grade 7 to Form 1. The 2016-2020 Education Sector Strategic Plan (ESSP) specially addresses the Ministry of Primary and Secondary Education (MoPSE)’s priority to ensure equitable access to quality education for all, including children at risk of dropping out or falling behind, and if dropped out, providing Non-Formal Education (NFE) programmes as alternative learning opportunities. UNICEF is the closest partner to the Ministry of Primary and Secondary Education (MoPSE), working together with development partners to implement various programmes guided by ESSP. Its programme focus is to increase equitable access to inclusive quality education for all children in Zimbabwe. Some of the UNICEF-supported education activities include: development of non-formal education programme with compressed curriculum for out-of-school children (OOSC), community engagement to promote alternative learning opportunities for OOSC, integration of NFE components in pre-service teacher education programmes, and others. With the expansion of the UNICEF education programme, and its support particularly to NFE, the Education Section needs a technical support to provide guidance and support on operationalization of the NFE plan and its activities, while build capacity of government counterparts in selected areas. Giving the highly-demanded area of listed technical and operational expertise, UNICEF would like to engage a consultant to support implementation of relevant programmes to improve access and quality in formal and non-formal education in Zimbabwe. Objective The goal of this consultant is to support the UNICEF Education Programme in: Β· Development, implementation and monitoring of education activities focusing on out-of-school children through non-formal education modalities Β· Engaging in policy implementation and development of relevant strategies and work plans at all levels Β· Support capacity development and innovations in NFE especially for out-of-school children.
