  • INSTITUTIONAL CONTRACT FOR THE ENGAGEMENT OF CONTRACTOR (S) TO PROVIDE HOLISTIC ORGANIZATIONAL DEVELOPMENT FOR MINISTRY OF PRIMARY AND SECONDARY EDUCATION SERVICES IN ZIMBABWE

    Description: The UNICEF Zimbabwe Country Office is seeking Expression of Interest (EOI) from firms to pre-qualify suitable firms which will be invited to submit proposals to enter into an institutional contract to offer services for Holistic Organizational Development for Ministry of Primary and Secondary Education. The specific Terms of Reference for the required services will be described in detail in the relevant RFP(s) when issued.

    Background:

    Zimbabwe currently occupies a leadership position in education development on the African continent, with very high access and participation rates, delivery of high quality education, and a literacy rate that stands close to 92 percent. The Ministry of Primary and Secondary Education (MoPSE) has ensured the existence of structures, staff, policies, processes and procedures that have given the education system remarkable resilience. For this reason, the system has remained strong despite the economic crisis that characterized the post-2000 period.

    In recent years, the education system has been subjected to new pressures and demands from several quarters. It is acknowledged that, MoPSE’s overall performance has been good, but there are areas that require further strengthening in order to successfully implement current and future reforms.

    Scope of the Assignment:
    The team of technical experts is expected to provide technical assistance, within an institutional setting, for a range of related HOD activities that cover the different facets of MoPSE’s functions and operations, including the environment in which it operates. This organisational review will generate information for the identification of components where MoPSE’s organisational capacity needs to be strengthened as well as the strategies or approaches to be used. Right from the beginning, focus will be on fostering shared understandings among players within MoPSE, and thus begin the process of building a culture that supports the delivery of quality education services in line with the ESSP priorities.

    Qualifications
    The institutions that that wish to be considered for the provision of technical support for MoPSE’s HOD should have a mix of competencies that cover the broad range of OD processes. Institutions must provide details of qualifications, samples of reports on similar organizational review, and a work profile of the team leader and other team members. The team should meet the following minimum criteria:
    At least 15 years organisational development related work, at least five of which should be in international developing country contexts; A team leader with at least a Master’s Degree in the social sciences and demonstrated expertise in organisational development; Knowledge of behavioural sciences and/or management, preferably with a strong component in organisational development; Familiarity with public sector organizations and government ministries; Proven experience in public sector reform as well as organizational design and development with bias towards OD techniques; Expertise in organisational analysis and presentation of findings of such analysis; Ability to fully engage and work with MoPSE senior staff and leadership, and to stimulate active participation by players at all levels; Ability to and write analytic reports; Good communication skills, with fluency in spoken and written English, preferably with knowledge of Shona and/or Ndebele; and Proven track record of documenting processes and producing excellent analytic reports.
    Prior work in support organizational development of education ministries is an asset.

    Institutions should also include a Certificate of Incorporation or other appropriate documentation proving that they are a registered company or institution.

    Stage 1
    Response requirements: At this stage, UNICEF is requesting Expression of Interest from firms interested in competing for the contract to offer the required services. Interested firms should submit detailed and complete institutional profile information and documents, together with a written β€œExpression of Interest – Holistic Organizational Development for Ministry of Primary and Secondary Education” in response to this advertisement. The documents should include:
    Description: of the firm - legal status, organizational structure, names of directors and physical address (es). Experience in offering similar services. Description: of major similar assignments undertaken during the last 2 years including type of contract , location, name and contact details (e-mail and telephone) of the client, implementation period and scope of services;

    Information provided will be reviewed to assess each firm’s suitability to be included in the upcoming competitive Request for Proposal (RFP) process.

    Companies that meet the initial criteria of stage one will qualify for stage two.
    Stage 2

Responses to the EOI submitting pre-qualification documents must be received in UNICEF in 3 copies by 12:00 noon on Monday 11th September 2017. We strongly encourage responses and submission of documents at the earliest and before the final closing date. Response and submission of pre-qualification documents can only be made in hard copy. No email copies of pre-qualification documentation will be accepted. Mailed responses for the pre-qualification package should be clearly marked and be sent to:
