    INSTITUTIONAL CONTract for The Engagement of COntractors to support a pilot to assess THE EFFECTIVENESS of installation of Pre-paid water IN SUPPORT OF REDUCTION OF UN-ACCOUNTED FOR WATER/COST RECOVERY

    The UNICEF Zimbabwe Country Office is seeking Expression of Interest (EOI) from firms to pre-qualify suitable firms which will be invited to submit proposals to enter into an institutional contract to support a pilot to assess the effectiveness of prepaid water meters. The specific Terms of Reference for the pilot will be described in detail in the relevant RFP(s) when issued.

    Background: UNICEF Zimbabwe, in partnership with the Ministry of Environment, Water and Climate, and the Ministry of Local Government, Public Works and National Housing, subject to availability of funds intends to undertake a pilot to assess the effectiveness of the installation of smart /prepaid water meters in contributing to enhanced cost recovery, reduction in non-revenue water, including assessing the efficacy of the prepaid water meters in view of the operating conditions characteristic of Zimbabwe.

    Scope of the Assignment: The contracted firm is expected to provide the following services:
    Undertake technical assessments with support of target Town Council to identify specific locations for the installation of the prepaid water meters this may include inspection of the locations, guided by the requirement to collect data and monitor performance of the pre-paid in the following scenarios; Category 1. Continuous water supply; Category 2. Intermittent daily water supply; Category 3 Occasional daily water supply or night time water supply only
    On the basis of review and approval of a technical report of the above technical assessment, undertake the following which includes inter-alia, supply, installation and commissioning of the prepaid water meters at the identified locations, including provision and integration of the pre-paid billing platform to the Municipal Billing System (Based on Promun / Progress Software), inclusively this will also include services for training of the municipal staff in the installation/maintenance of prepaid water meters, including training in the use of the prepaid billing platform, and support for migration of the water billing accounts.

    Qualifications: Interested consultancy firms should meet the following minimum qualifications: Should be legal entity or consortium of legal entities; Should have demonstrated or verifiable experience in supply, installation of prepaid water meters Should possess experience of working on similar projects in Sub-Saharan Africa.

    Response requirements: At this stage, UNICEF is requesting Expression of Interest from vendors interested in competing for the contract to support implementation of the pilot for the installation of pre-paid water meters. Interested vendors should submit detailed and complete institutional profile information and documents, together with a written "Expression of Interest” in response to this advertisement. The documents should include: Description: of the firm - legal status, organizational structure, names of the board of directors and name(s) and address(es) of associates, if a Joint Venture(JV); their short description and description of their role in the JV/Association; Total number of years of experience in the implementation of urban water supply projects; Description: of major similar assignments undertaken during the last 5 years including name of the project, location, name and contact details (e-mail and telephone) of the client, implementation period, cost of the project, cost of services provided and scope of services; Description: of services offered in relation to prepaid water meters, including product brochures where applicable indicative of product capabilities (i.e. pre-paid water meters) it terms of operation, how support services will be offered in country for operation and maintenance. Description: of the billing platform of the prepaid water meters, how it can be integrated with municipal billing system in use in Zimbabwe, with flexibility integrate for mobile vending platforms including flexibility to bill multiple tariff regimes Key professional staff (name, date of birth, years with the firm, total years of experience, nature of experience in this firm and others, education/other trainings and knowledge of local languages; and Audited financial statements including annual turn-over (in US$) for the past 3 financial years. Proof of ability to obtain financial resources from reputable financial institutions in support of the project.

    Information provided will be reviewed to assess each firm\'s suitability to be included in the upcoming competitive Request for Proposal (RFP) process.
