GOAL Zimbabwe seeks to Establish a two-year Framework Agreement for Covid-19 Mobile Educational and Awareness Campaigns that will be conducted throughout Zimbabwe. (UTC+02:00) Harare4Contract Award Forecast19th of February 2021, 11 a.m. (UTC+02:00) Harare3 OVERVIEW OF REQUIREMENTS 3.1 OVERVIEW OBJECTIVES β€’ GOAL seeks to enter into Framework Agreements with one or more service providers to conduct COVID 19 educational & awareness campaigns Nationwide. The service will include the provision of mobile educational and awareness campaign messaging services using uniquely branded vehicles, equipped with loudspeakers (public address system) to disseminate integrated cross sectoral messages based on the needs identified. 3.2 SCOPE OF WORK ActivityObjectivesDeliverablesRollout educational and awareness campaigns in Harare, Bulawayo and Nationwideβ€’ Roll out an educational and awareness campaign to help prepare and protect people against COVID-19 and other related messages i.e. Education, HIV, Nutrition in Harare, Bulawayo and at National level as per your proposed execution strategy and the coverage schedule. β€’ In conjunction with the Ministry of Health and Child Care, other Government Ministries and Local Authorities ensure the key messages to be conveyed is in easily comprehensible dialects in relation to the areas of activity or campaign. β€’ For Covid-19 educational and awareness campaign, ensure that the key messaging of the awareness campaigns includes but not limited to ? What is Coronavirus? ? How does it spread? ? What are the symptoms? ? How do we prevent it? ? Hand wash demos. ? Coughing into elbow. ? Greeting demos. ? Social Distancing - What it means? How do we do it? Related messaging for other areas of educational awareness campaigns will be developed accordingly β€’ A minimum reach of 85% of the resident population in each footprint is directly covered by the messaging and has an opportunity to interact with the crew for enhanced understanding of the key messaging. β€’ Campaign activities are carried out in the confinements of the law and changing regulations and are not in any way by any form creating grounds for further spread of COVID-19. β€’ Hourly and quality reach of averagely 1500 persons in each of the target neighbourhoods and an average daily reach of 13000 persons is attained depending or proportional to the target area. Counting of beneficiary reach to be done using a formula/ mechanism agreed upon with GOAL. β€’ Evidence of neighbourhood ground activities (Photos, videos and other data collection tools) are shared and discussed on with GOAL team. β€’ Detailed stage reports e.g. weekly, bi-weekly (Depending on the duration of the activity) to be compiled and submitted in a template to be agreed upon with GOAL. β€’ Detailed quarterly and end of contract report including but not confined to average persons reached, areas covered, narrative of the impact of the messaging conveyed, referral systems used, and private and public partners worked with, compiled and submitted in a template agreed upon. 3.2.1 METHODOLOGY The Service Provider shall utilize branded vehicles in covering each household and moving street by street or a matching strategy. Branding will have to match the messaging to be conveyed to the target areas. A public Addressing system shall be used to disseminate live messaging and draw the attention of the people as the vehicle moves through the streets. Messaging shall be delivered through different easily and locally comprehensible strategies such as distribution of fliers, read outs, Dramas, illustrations, skits etc. Your Offers must include but not limited to: β€’ Crew wages β€’ Supervisor wages β€’Fuel β€’ Vehicle costs including, insurance, tolls, licenses β€’ Vehicle, sound and technical equipment β€’ Service provider-s staff Accommodation β€’ Service providers Staff per diem β€’ Reporting and Head Office collation β€’ Administration and logistics Outcome Increased community awareness on COVID-19, causes, transmission and preventative measures and other strategic thematic areas as per activity and program needs. 4 TERMS OF THE PROCUREMENT GOAL requires your company to provide accurate and true information in both your quote and any other information provided verbally or through email throughout the process of Offers submissions and clarifications. All information provided to GOAL as part of this RFQ process should be accurate, should any false information be provided on behalf of your company this will lead to exclusion from the Bid process. 4.1 PROCUREMENT PROCESS 4.1.1 This competition is being conducted under GOALs International Tender process. 4.1.2 The Contracting Authority for this procurement is GOAL. 4.1.3 This procurement is funded by different Donors and the Offers and any contracts or agreements that may arise from it are bound by the regulations of the respective Donor under which the contract activities will be funded. 4.2 CLARIFICATIONS AND QUERY HANDLING 4.2.1 GOAL has taken care to be as clear as possible in the language and terms it has used in compiling this RFQ. Where any ambiguity or confusion arises from the meaning or interpretation of any word or term used in this document or any other document relating to this RFQ, the meaning and interpretation attributed to that word or term by GOAL will be final. GOAL will not accept responsibility for any misunderstanding of this document or any others relating to this RFQ. 4.2.2 Any queries about this RFQ should be addressed in writing to GOAL Tenders via email on tenders@goal.ie referencing the RFQ number, and answers shall be collated and shared with all bidders in a timely manner. Requests for additional information or clarifications can be made as per para 2 proposed timelines and no later. Any queries about this RFQ should be addressed in writing to GOAL via email on clarifications@goal.ie and answers shall be collated and published online at https://www.goalglobal.org/tenders in a timely manner. 4.3 CONDITIONS OF TENDER SUBMISSION 4.3.1 RFQ must be completed in English. 4.3.2 Offers must respond to all requirements set out in this RFQ and complete their offer in the Response Format. 4.3.3 Failure to submit RFQ in the required format will, in almost all circumstances, result in the rejection of the Offers. Failure to resubmit a correctly formatted RFQ within 3 (three) working days of such a request will result in disqualification. 4.3.4 Tenderers must disclose all relevant information to ensure that all Offers are fairly and legally evaluated. Additionally, tenderers must provide details of any implications they know or believe their response will have on the successful operation of the contract or on the normal day-to-day operations with GOAL. Any attempt to withhold any information that the tenderer knows to be relevant or to mislead GOAL and/or its evaluation team in any way will result in the disqualification of the tender. 4.3.5 Tenders must detail all costs identified in this RFQ. Additionally, tenders must detail any other costs whatsoever that could be incurred by GOAL in the usage of services and/or the availing of options that may not be explicitly identified/requested in this RFQ. Tenderers- attention is drawn to the fact that, in the event of a Contract/ Framework Agreement being awarded to them, the attempted imposition of undeclared costs will be considered a condition for default. 4.3.6 Any conflicts of interest (including any family relations to GOAL staff) involving a tenderer must be fully disclosed to GOAL particularly where there is a conflict of interest in relation to any recommendations or proposals put forward by the tenderer. 4.3.7 GOAL will not be liable in respect of any costs incurred by respondents in the preparation and submission of tenders or any
