  • Tenders are invited for Zimbabwe: UNICEF Zimbabwe is Inviting Applications from Qualified National and International Consultants to Conduct a Comprehensive Evidence Based Multi Sectoral Early Childhood Development C4D Strategy, Costed Action Plan & Monitoring and Evaluation Framework. The overall objective of the consultancy is to develop a comprehensive evidence based multisectoral ECD Communication for Development Strategy, to include all components of the recently published Nurturing Care Framework. In addition, the consultant will develop a costed Implementation plan Framework with monitoring and evaluation incorporated. SPECIFIC OBJECTIVES OF THE CONSULTANCY Develop evidence based, ECD C4D Strategy, M&E and costed implementation plan, to include all components of the Nurturing Care Framework. SCOPE OF WORK AND EXPECTED OUTPUTS 1.1 Compile an inception report showing in-depth understanding of the assignment; 1.2 Conduct desk review of secondary data sources on multisectoral (Nutrition, Health, Education, WASH, Child Protection, HIV&AIDS) Advocacy and Communication for Development strategies which can be adapted for ECD, drawing on key lessons learnt and highlighting best practices in East and Southern African Countries (ESARO), ECD Evaluation of National Early Childhood Development Programme in Zimbabwe (2005); ECD B Assessment Report (2015); EESP 2016 - 2020; The New Curriculum; The Narrative of the New Curriculum (2015), and determine where Zimbabwe fits within the nurturing care framework. 1.3 A national stakeholder's consultation to validate desk review findings and enrich the interpretation of the desk review data. 1.4 Conduct qualitative key informant interviews to gather primary data and validate desk review findings at various implementation levels. 1.5 Develop evidence-based multisectoral ECD Communication for Development Strategy, a costed implementation plan with monitoring and evaluation framework. 1.6 Provide a brief status report on Zimbabwe's status based on nurturing framework indicators. OVERALL, THE NUMBER OF PRODUCTS BEING REQUESTED ARE: Major Task Deliverable Time Frame Payment Schedule Inception report detailing understanding of TORs, methodology to be employed, activity plan and resource needs with a detailed work plan Inception report 3 days 13% Desk review of secondary data sources, outlining key gaps and best practice approach in implementation of demand creation and advocacy activities for ECD (clearly define scope for communication for development ECD interventions). Desk review report 7 days Conduct qualitative interviews at various implementation levels and design evidence-based demand creation, advocacy, key messages for target audiences considering potential barriers and maximizing use of potential facilitators. Field report detailing key findings and social norms and AKAP/B on ECD. 40 days 30% Develop evidence based ECD Demand Creation and Advocacy Strategy, costed M&E and implementation Framework for ECD communication for development interventions. Draft C4D Demand Creation and Advocacy Strategy 50 days 30% Develop M&E, Implementation Framework for communication for development ECD interventions. Costed M&E Framework for ECD communication for development activities. Costed Implementation Plan for communication for development ECD activities. 5 days 13% Develop 3 C4D works products for knowledge sharing on demand creation for ECD. 1 x journal article 1 x newspaper opinion piece 1 x Brown Bag presentation 10 days Validation and stakeholder consultative meetings during and after development of demand promotion and advocacy strategy for ECD: Presentation of national ECD qualitative findings and social norms assessment report to national ECD task force Incorporation of comments from validation workshop Finalised C4D demand creation and advocacy strategy which includes the Nurturing Care Framework components, Finalised costed M&E Framework Finalised Costed Implementation Framework Finalised C4D knowledge sharing products 15 days 14% Total - 130 person day over a 6 months contract duration REPORTING The consultant will report to the Communication for Development Specialist. CONSULTANCY REQUIREMENTS It is anticipated that this assessment will be conducted by a reputable consultant with experience in similar studies in Zimbabwe and or other countries. OTHER CONSULTANCY COSTS AND PAYMENT MODALITIES The consultant should submit a technical and all-inclusive detailed financial proposal in his/her proposal covering fees and travel expenses, for estimated 20 field travel days (included in the 130 days consulting period), in pursuance of this assignment. ENTRY QUALIFICATIONS Advanced university degree in Programme Communication or Communication for Development; Sociology, Mass Communication or other field related to social and behaviour change communication in the context of ECD. A minimum of 8 years experience in communication for ECD advocacy, social mobilisation, demand promotion, behaviour change etc Demonstrated experience in knowledge management documentation. Experience and understanding of multi-media documentation. Fluency in English (verbal and written).
