  • Tenders are invited for National Consultants to Provide Technical Assistance in Communication for Development (c4d) Support for the Ministry of Primary and Secondary. Background Communication is at the heart of the work of the Ministry of Primary and Secondary Education (MoPSE), which allows its stakeholders to be well informed about the MoPSE’s plans and activities that are carried out throughout the country. Additionally, the MoPSE is embarking on a series of important initiatives that require informing stakeholders (text book distribution, school improvement grant (SIG)) and changing behaviour (e.g, generating demand for Early Childhood Development (ECD) In the last assessment of MoPSE’s communication, the following challenges were identified: 1.The MOPSE information on the website appears to be for internal purposes only and has little information customized for the public, that is, parents and guardians, supervisors and teachers, who should be a key target audience. 2.Some of the information is clearly outdated, e.g. β€˜Latest News’ is from 2014. 3.There is a glaring lack of up-to-date information on the New Curriculum framework. 4.Instead of listing all the Ministry departments which makes the site β€˜too deep’ (too many clicks to find information) and not easy to navigate, we recommend that it instead shows the key programs the Ministry is undertaking and the results of such programs. Ministry departments can be listed for information purposes only. A solid communication plan is needed to facilitate the documentation and communication of the ministry’s key intervention internally and with stakeholders and provide the updates while also advocate for improvements of the system and changes. The main purpose of the proposed communication campaigns is to inform the key stakeholders of the progress and update made regarding the key interventions that affect learners and schools, and to mobilize support for such interventions. The campaigns will also allow for receiving feedback from the stakeholders regarding how the interventions are impacting themβ€”positive or negative, and will give space to them to present their ideas and opinions. In light of this background, a technical consultant is needed to work with MOPSE information, communication and technology (ICT) team to design and plan the series of communication campaigns to help increase visibility and awareness about these key interventions and keeping the public informed of process involved and progress made. Objective(s) To provide technical support for the development of a communication Strategy and plan and public campaigns for the MoPSE’s key initiatives in curriculum development, early childhood development, national examination and ICT and assist with other communication initiatives in-country. Methodology and Expected Outputs The consultant is expected to hold discussions with the Director of Communication at MOPSE and her team to determine the overall implementation of planned communication activities in those key areas. The consultant will be working closely with a government counterpart from MOPSE to build capacity, and will be provided with key documents and strategies and will be expected to develop a communication campaign that will inform all stakeholders regarding the key education initiatives undertaken by the MoPSE. Scope of Work Β· Desk review of public awareness and SBCC campaigns for targeted areas and update on work plan and activities to date. Β· In-country consultations with Ministry of Primary and Secondary Education (MOPSE) and relevant departments to develop a Strategic Communication for development (C4D) strategy and Plan and C4D M&E aligned framework for key MoPSE initiatives. Β· Implement agreed key components of the developed strategy and plan. Major Task, Deliverables and Timeframes Major Task Deliverables Timeframe Providing inception report and progress made by end first month Inception report and a progress report End first month Work carried out for developing the C4D strategy and plan Monthly report that includes mapping and analysis of communications approaches and target audience and how to reach them End second month Draft C4D plan that includes the campaigns Compile a report incorporating draft plan and campaigns report End third month Implementation of at least one campaign including finalization of the communication plan Monthly report that includes key messages with establishment of procedure and chronology of how to implement the communication strategy activities by MOPSE team End fourth month Design and Implementation of at least two campaigns Monthly report entailing established and implemented tools for evaluation of the communication campaigns. End fifth month Support implementation of all remaining campaigns Final report with key recommendations indicating the way forward for MoPSE to maintain and sustain its communication strategy. End contract Consultancy Timeframe The contract period is for six months starting from August 2018 – 28 February 2019. Payments will be made on submission of a monthly invoice clearly outlining completed tasks, achievements and campaign outlines and updates for the preceding month. Consultancy Requirements Β· Advanced university degree in communication with emphasis on communication for behavioral and social change and development. Β· At least Five year’s work experience in communication in or about developing countries, including working with social development programmes. Β· Fluency in English is required – verbal and written. Β· Knowledge of local languages is an asset Β· Knowledge of current developments in the fields of communication theory, motivational psychology, adult learning theory, indigenous media, community organizations and participation, strategic communication planning, behaviour analysis, formative research and evaluation of communication interventions Β· Knowledge of inter-disciplinary approach in programme development and implementation in programme communication, social mobilization and behavioural change Β· Knowledge of training/facilitation and impact evaluation of communication intervention including development of curricula and methods. Β· Knowledge of community capacity building Β· Knowledge and experience in the methods of communication to clearly and concisely express ideas and concepts in written and oral form and to listen to and acknowledges other’s perspectives and views Β· Computer knowledge, skills and practical experience, including internet navigation, social media, network, telecommunications and various office applications Application procedure If interested and available, please submit your application letter, CV, Technical proposal and an all-inclusive financial proposal clearly indicating the monthly professional fees and travel related costs and any other miscellaneous costs. It is estimated that the consultant will be expected to spend 3 days in the field outside Harare within the 6 months.
