• Tenders are invited for UNICEF Zimbabwe is inviting applications from qualified national consultants to support in strengthening monitoring and information generation, utilization and documentation of UNICEF HIV Programme. Background and Justification In Zimbabwe, the weak strategic information system including paper-based data collection and poor data quality has a negative impact on the capacity of utilization of the data to inform programming at sources, district and provincial level rather than at national level. Monitoring of HIV indicators related to children and adolescent appropriately disaggregated data, real time quality data for women and children and community interventions are still not well captured in the DHSI2 and relies on NGO programme reporting integration indicators as well are missing. Age data disaggregation still an issue at district level. In addition, Zimbabwe is facing multiple humanitarian crisis including cholera outbreak, Cyclone Idai as well as drought and there is no a systematic system to collect HIV data in emergency situations. Poor data quality and lack of data use particularly at district and provincial levels has an impact on reaching the goal of 90-90-90 by 2020 as well as the target of elimination of mother to child transmission of HIV by 2021. An individual consultant is needed to accomplish the HIV results by providing professional expertise and assistance in first, assessing and document quality and availability of disaggregated data and indicators on HIV programme, including HIV in emergency, integration, disability, gender, age range, urban vs. rural among others and second, providing support to strengthen evidence generation, utilization and documentation of HIV strategic information for better programming for children, pregnant women and adolescents , including in emergency. 2. Objectives An individual consultant is sought to provide technical assistance to UNICEF Zimbabwe HIV section in provide strategic information and provide support in strengthening evidence generation, utilization and documentation for HIV programme, including emergency. Specific objectives of the assignment: § To assess the availability and quality of existing HIV data and indicators in emergency, including integration, and disaggregated related data (disability, sex, age groups, geographical, urban vs. rural, etc.) from UNICEF HIV programme and other available sources like DHSI2, MICS, HMIS, MIS, Spectrum estimation and ZIMPHIA; § To document HIV data from UNICEF programme (i.e. HIV in emergency - cholera, drought, Young Mentor Model and other key UNICEF activities); § To tailor existing currently-used indicators so that they are relevant to the UNICEF programmes for HIV prevention, care and treatment among pregnant women, children and adolescents in both development and humanitarian response; § To develop and/or revise the existing tools to better capture timely and quality HIV data to ensure that children and adolescents sex/age/vulnerability disaggregated indicators are included in both development and humanitarian response; § To recommend how to strengthen the collection, analysis and documentation of HIV related data and key HIV indicators for monitoring that will be used also during emergency; 3. Expected Outputs Expected Outputs: 4. Assessment report on availability and quality of existing HIV data and indicators, including integration, emergency, and disaggregated related data from various sources produced; 5. Documentation of HIV data and indicators from UNICEF programme (i.e. HIV in emergency - cholera, drought, Young Mentor Model and other key UNICEF activities) produced; 6. Monitoring tools (Supervision checklist, HIV programme cascade analysis curricula, data collection tools) and HIV indicators revised and/or developed; 7. Recommendations on how to strengthen the generation of HIV- related data for better programming developed; 8. Report of the consultancy finalized 4. Major tasks, Deliverables, Timeframes and Payment Schedule No Major Task Deliverable Timeframe (days) Payment schedule (%) 1 Inception meeting - Inception report including: background, objectives, methodology, workplan and timelines; 5 15% 2 Conduct assessment of HIV strategic information including HIV integration and emergency indicators, disaggregated data, cascade analysis from existing sources (literature review, field visit in selected districts) - validation meeting minutes; - Assessment report including recommendation submitted 20 20% 3 Revision and/or development of tools for UNICEF data collection and monitoring - tools revised and/or developed including HIV programme cascade analysis curricula 10 20% 4 Document in a report format data and indicators from UNICEF programme (i.e. HIV in emergency - cholera, drought, Young Mentor Model and other key UNICEF activities) -report with UNICEF key activities documented and recommendation on how to strengthen the system 10 20% 5 Develop final report of the assignment with recommendations and way forward. - Satisfactory final report of the assignment submitted 5 25% 50 All deliverables must meet expected quality and standards as assessed by the supervisor of the assignment. Should the consultant fail to deliver as per expected quality and standards, UNICEF reserves the right to amend the payouts accordingly, or to delay them until satisfactory submission has been received. 5. Timeframe The consultancy will start June 2019 and mid-September 2019 6. Supervision The consultant will work under the supervision of UNICEF HIV Chief, in close collaboration with other UNICEF section M&E focal points. In addition, he/she will coordinate with Ministry of health and Child Care (MOHCC) and National AIDS Council (NAC), as well as with the UN Joint team on AIDS (JUTA), relevant partners and stakeholders involved in HIV programmes. 7. Consultancy Classification This is a Mid-level national consultancy. 8. Other Consultancy Costs and Payment Modalities Competitive market rates will apply. Daily Subsistence Allowance (DSA) for field travel outside Harare will be paid based on agreed rates between the consultant and UNICEF but conforming to UN guidelines. Expected maximum 15 travel days outside Harare. Therefore, the consultant will be expected to submit an all-inclusive financial proposal detailing daily professional fees, travel related costs and other miscellaneous consultancy costs for delivering this assignment. UNICEF will provide vehicles for authorized field travel outside Harare. The consultant should submit an all-inclusive fee (lump sum) in his/her proposal. To qualify as an advocate for every child you will have… Education § An advanced university degree in social science, development planning, planning, evaluation, survey implementation, advanced statistical research. Work experience § At least 5 years of Professional work experience in programme development and implementation including monitoring and evaluation activities of HIV or related programmes; § Experience in data collection and management, evaluation process management, follow up on recommendation and dissemination of M&. § Excellent skills in both qualitative and quantitative data analysis and report writing. § Communication and analytical skills mandatory. § Familiarity with UNICEF M&E is an advantage. § Excellent command of spoken and written English.
