  • Tenders are invited for Production of Case Study on Higher Education, Science, Technology and Innovation. The Africa Capacity Report The African Capacity Building Foundation (ACBF) in 2011 launched the inaugural Africa Capacity Indicators Report (ACIR) as a flagship, with the theme Capacity Development in Fragile States. This was followed in 2012 with the second edition of the Report on the theme Capacity Development for Agricultural Transformation and Food Security. The Foundation has developed a thematic capacity report each year since. The Report measures and empirically assesses capacity in relation to the development agenda of African countries. The ACR also examines key determinants and components of capacity for development. To this end, the Report highlights the state of capacity development in Africa and sharpens the focus on capacity deficits as a major development policy issue. The ACR and its indicators offer inputs for decisions on what to finance to develop capacity. The 2017 ACR focuses on the theme β€˜Building Capacity in Science, Technology and Innovation for Africa’s Transformation’ that endeavored to answer the following questions: β–ͺ What are the various dimensions of STI and what is the state of STI in Africa? β–ͺ How can STI capacities be strengthened to enhance progressive realization of development initiatives? β–ͺ What are the capacity imperatives for enhancing STI in Africa? β–ͺ How to define the roles and means of engaging the various stakeholders in addressing the capacity needs for STI on the continent? The Report was prepared by a core team of the Knowledge and Learning (K&L) of ACBF, under the overall guidance of the ACBF Executive Secretary, and with the support of all other departments of the Foundation, as well as ACBFsupported think tanks and training programs. In addition to the country surveys, eight detailed case studies were commissioned to supplement the findings of the report. Objectives of the Case Studies The proposed case studies are aimed at documenting the experience of the country with respect to higher education and STI and drawing lessons for the rest of the countries. They build on the data from the ACBF 2017 report, and supplement the findings of the report by providing detailed studies on four additional countries using broadly similar terms of reference. The specific objectives of the case studies include the following: β–ͺ Compile a profile of higher education and STI in the case study country β–ͺ Conduct a mapping of strategies, approaches and special initiatives undertaken by the country; β–ͺ Discuss the efficiency of the country’s STI system based on best practices paying a special attention to the capacity imperatives; β–ͺ Discuss how the strategies have affected the country’s performance β–ͺ Identify and note specific capacity arrangements (including institutional, systems and processes, human) and/or challenges with respect to STI; β–ͺ Showcase the challenges, opportunities and possibilities with respect to STI; β–ͺ interrogate the capacity development issues, challenges, opportunities and possibilities for STI in the country; β–ͺ Identify the lessons learnt including the best practices; andβ–ͺ Suggest the way forward
