  • Expression of Interest are invited for Provision of Content placement and interview insertion consultancy services in certain influential international media outlets as would be required by ACBF. 1. Introduction: The African Capacity Building Foundation (ACBF) was established in 1991 to build sustainable human and institutional capacity in support of Africa’s development. The Foundation’s goal is to improve the lives and prospects of people throughout the African continent. ACBF supports capacity development in Africa through grants making, knowledge sharing and technical assistance to countries and regional and sub-regional organizations. ACBF’s approach to capacity development focuses on addressing capacity needs and gaps as well as on stakeholder ownership of interventions, project and program sustainability and synergy of interventions with other development funding institutions. With 26 years of experience in Africa, the ACBF is transforming itself from a “go-to” place for grants into a “go-to” place for investments in integrated capacity development. The Foundation has therefore developed and is operationalizing a 5-year strategic plan (2017-2021) based on four strategic pillars and five service lines. The four strategic pillars read as follows: enabling effective delivery of continental development priorities, supporting countries to achieve tangible development results, enhancing private sector and civil society contributions to sustainable development, and leveraging knowledge and learning to increase development effectiveness. These four Strategic Pillars, built along with four corresponding programs, express the goals that the ACBF Strategy for 2017–2021 aims to achieve. The operational method for delivering these goals is through of five service lines: resource mobilization, advisory services, knowledge services, innovation services and investment and fund management. ACBF therefore has to communicate robustly on the objectives and actual delivery of its programs based on its strategic pillars, in a way that revives the confidence of traditional donors and member States to keep supporting its work (which is crucial for Africa’s transformation); to attract new funding partners and strategic supporters of such work; to help boost the level of uptake and implementation of its policy advice and to enhance its visibility for greater public appropriation of its advice across think tanks, academia, the media and the general public to, in turn, gain the widespread buy-in needed for the policy changes that will help transform Africa. The aim of the consultancy is for the media content placement firm retained to secure news interview opportunities for ACBF’s spokespeople with influential international broadcast and print media outlets as well as to place ACBF opinion-editorials (Op-Eds) in influential international print and online media outlets as would be directed by ACBF. These outlets would include but would not be limited to: CNN, BBC, Aljazeera, CGTN, VOA, Africa 24, SABC, Channel Africa, AfricaNews (sister channel to Euronews based in Pointe Noire Congo), France 24, TV5 Monde, Sky News, France 24, Euronews, Radio France International, Time Magazine, Newsweek, The Economist, New African Magazine, Le Monde, Jeune Afrique, Le Figaro, The Guardian, Wall Street Journal, The New York Times, China Daily, Financial Times, East African Standard, Vanguard (Nigeria), Independent Online (South Africa), Al Ahram (Egypt), L’Avernir (DR Congo), AIT (Nigeria), TVC News (Nigeria), Channels Television (Nigeria), Citizien TV (Kenya), UTV (Ghana), Mail & Guardian (South Africa), Medi1 TV (Morocco), RT Arabic (Egypt), ERTU (Egypt) ACBF will equally give guidance for the kind of media it seeks for particular instances and placements as well as propose quick interview protocols. 2. Objectives of the Assignment 1. Attain greater visibility to ACBF’s achievements in the past 26 years and moving forward 2. Engage and inform ACBF stakeholders and general public on ACBF’s successes and activities 3. Revive the confidence of traditional donors and member States, to help garner more support for the work of ACBF 4. Engineer more buy-in into, and implementation of the ACBF’s policy advice 3. Scope of work 1. Negotiate for live or recorded interview opportunities with the Executive Secretary of ACBF or any delegated spokesperson and work with the ACBF’s Senior Communication Officer or other designated official to propose interview protocols, 2. Negotiate for and carry out the placement of Opinion Editorials in influential print/online news outlets as directed by ACBF, 3. Negotiate for and carry out the placement of public service announcements/adverts in influential broadcast/print/online news outlets as directed by ACBF, 4. Provide ACBF with video, audio, print clippings or links to interview, op-ed, public service announcement or other such broadcast/published aired/published for ACBF within the framework of this contract, 5. Advise ACBF of most important placement opportunities and the hot topics for such opportunities. 4. Request for Expression of Interest The African Capacity Building Foundation now invites eligible and qualified Consulting Firms to indicate their interest in providing the services.Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, Managerial and Technical capability of the firm’s principals or directors, etc. 5. Qualifications of Consultants (Consulting Firm The shortlisting criteria are: · A firm with at least 5 years’ Experience in mass communication/public relations and advertising at an international level · At least 10 years of experience doing media content placement in top tier international media outlets · Experience working in both Anglophone and Francophone Africa · Owning a well-structured company website showing experience and exploits/achievements. · Proof of company/corporate registration with well stated physical global locations. · Experience working with international organizations, such as the UN, and World Bank on similar assignment is an added advantage. · Minimum of two contactable references for services provided to international institutions within the last three years. 6. Selection of the Consulting Firm A Consultant will be selected in accordance with the Selection based on Consultants’ Qualificationsmethod (CQS) set out in the ACBF Administrative Policies and Procedures Manual 2011 (“Consultant Guidelines”). 7.
