Description:
Expression of Interest (EOI) are invited for Provision of Individual Procurement Expert Consultant for Zimbabwe Multi-Donor Trust Fund AfDB requires the services of a highly experienced procurement expert to be part of the MDTF Management Unit. The objective of the assignment is to provide procurement technical assistance to the Management Unit ("MMUâ€) during the implementation of the projects financed by the Zim-Fund as well as to the Government of Zimbabwe to support procurement reform in the country. The assignment is expected to start on January 01, 2016 for a period of one year. The duration of the assignment may be extended for a further period on the basis of the performance by the consultant. The consultant will be based in Harare and will be reporting to the Manager of the MMU based in Harare. Minimum Requirements: At least a Master\'s/ Post-graduate degree (or its university equivalent) with a major in a relevant discipline e.g.; Engineering, Architecture, Procurement, Law, Management, Commerce or related field; Minimum of ten years\' of practical experience in carrying out procurement of Goods and Works and the acquisition of Consultancy services under Bank (or similar Multilateral Development Banks) funding; At least ten years of relevant and progressive experience in the formulation and implementation of procurement-specific policies, programs and projects in African or other developing countries; Demonstrated experience in carrying out country diagnostic assessment such as CPAR, PEFA MAPS under OECD/DAC etc; Good knowledge of COMESA procurement system reforms and procurement legal framework; Ability to build partnerships, works as member of team, attention to details and resourcefulness to; Excellent written and verbal communication skills in English.
