The Southern African Development Community Regional Peacekeeping Training Centre (SADC RPTC) is a unit under the Directorate of the Organ on Politics Defence and Security Affairs (OPDSA) of the SADC Secretariat, whose overall goal is to β€œenhance capacity of SADC at Regional and Member States levels, to coordinate and ensure interoperability of various components and member states in regional and international peacekeeping and multidimensional peace support operations”. This goal is achieved by providing training courses to civilian, military, correctional and police personnel from member states as to enable them participate in Peace Support Operations. The SADC RPTC is located at Crichton Ave, Marlborough, Harare, Zimbabwe. ii. Due to aging of the existing electrical and mechanical engineering services, and lack of schematic layout drawings of the existing services, maintenance works for the services attract high costs and becomes difficult to attend. The frequent faults experienced, cause discomfort and inconvenience to the occupants and disrupt many scheduled activities. For this purpose, SADC RPTC intends to appoint an electrical and mechanical engineering services contractor to undertake the rehabilitation of electrical and mechanical engineering services at the SADC Regional Peacekeeping Training Centre (hereinafter referred to as the β€œProject”), as detailed in this TD and in this connection invites quotations from the Bidders for carrying out / executing the Project. PROJECT SCOPE 1. This project will involve the rehabilitation of electrical and mechanical engineering services for all the buildings namely: i. Administration block ii. Conference rooms block iii. Residential rooms blocks iv. Kitchen and canteen block v. Library vi. Security guards block vii. Guard houses viii. Passages ix. Any other existing building 2. This project will also involve the rehabilitation of external electrical and mechanical engineering services like area lighting, telecommunications etc. This task might have to be done after the topographical survey is availed. 3. The summary of the work to be done by the contractor, but not limited to, is as follows: i. Inspect and assess and rehabilitate the internal electrical reticulation to all the buildings ii. Inspect and assess and rehabilitate the wet services to all the buildings iii. Inspect and assess and rehabilitate the air conditioning to all the buildings iv. Inspect and assess and rehabilitate the firefighting system to all the buildings v. Inspect and assess and rehabilitate the automatic fire detection system to all the buildings vi. Inspect and assess and rehabilitate the lightning protection system to all the buildings vii. Inspect, assess, and rehabilitate the security system and controls to all the buildings. viii. Inspect, assess and rehabilitate the external area lighting and telecommunication services for the entire plot. ix. Prepare and submit operation and maintenance manuals for all the electrical and mechanical engineering services in hard copies and soft copies
