Description:
Expression of Interest are invited for Risk Assessment of the Feruka Petroleum Handling Depot in Relation to the Adjoining Feruka Refinery Structure and the Oxygen and Acetylene Production Plant. 1. NOIC is requiring the services of a registered experienced consulting company to conduct an in-depth risk assessment of the Feruka petroleum handling and re-distribution facilities in relation to the adjoining Feruka Refiner.' structure and the oxygen and acetylene production plant. 2. The risk assessment shall among others: a. Establish the incident scenarios, hazards and hazardous events, their causes and mechanisms under the existing installation arrangements. b. Establish the meteorological tendencies of the oxygen and acetylene plants, the contained gases and the refinery infrastructure. c. Determine the extent and the consequences of identified hazardous events in relation to the installation environment. d. Establish the compounds that can be formed from accidental releases and the respective stability/instability of the compounds foimed from the inadvertent releases e. Estimate the frequency of occurrence of identified hazardous events and the various consequences f. Establish the dos and don'ts for the plants, highlight the extent they are being observed, determine the extent to which they affect limit operations for NOIC. PZL and CPMZ. 3. The service will culminate in the compilation and presentation of a detailed Risk Assessment and Analysis Report to NOIC.
