  • Tenders are invited for Senior National Consultants to Develop a Results Matrix for Spotlight – Baseline and Targets. Background The overall vision of the Spotlight Initiative in Zimbabwe is that women and girls realize their full potential in a violence-free, gender-responsive and inclusive Zimbabwe. The Spotlight Initiative will directly contribute to Zimbabwe's achievement of two of the country's prioritized Sustainable Development Goals (SDGs): SDG 3 and SDG 5. The programme will contribute to the elimination of SGBV and HPs through the creation of a broad partnership with Civil Society, Government, Private Sector, Media, among others; and, build a social movement of women, men, girls and boys as champions and agents of change at the national, subnational and community levels. A specific focus will be on reaching and including in the programme women and girls who are often isolated and most vulnerable to SGBV and HPs due to intersecting forms of discrimination. The programme also will seek to address the SRHR needs of all women and girls using a life-cycle approach. 2. Introduction Spotlight program Document for Zimbabwe is available along-with the indicator framework and budget for reference and use. A program specific Spotlight results framework has been developed for the country with clearly identified indicators at various levels - which is drawn from the global indicator framework. However, many new indicators are being used and it is not clear if the information is available on the same at the country level. There is a need to map out the available information against this indicator framework to inform he program monitoring going forward. To explain the indicators and what is being measured through them, Spotlight Secretariat has come up with various guidance documents like: § Spotlight Indicator Reference Matrix § Methodological Notes for each indicator on Spotlight Initiative § Tips and Guidance for Baseline Studies 3. Objective (s) During the contract period, the consultant is required to achieve the following objectives: a. Develop results matrix for Spotlight initiative in Zimbabwe with baselines, targets, and milestones in consultation with spotlight technical working group b. Identify the gaps in the results matrix, if any, and suggest methodology and costs for bridging those gaps through a baseline study c. Develop the draft Monitoring Plan for Spotlight Initiative - with suggestions on tools, frequency of data collection on various indicators, ways and means for reporting on milestones, responsibilities, capacity building needs, etc. 4. Methodology and Expected Output a. Familiarize with the Spotlight documentation and the results matrix along with methodological notes and indicator reference matrix to develop clarity about the TOR - if needed discuss the TORs with the focal points in UNICEF/other UN agencies b. Develop a plan of action with clearly defined timeframe and deliverables and agree on the same with the supervisor c. Undertake a desk review of data/information/research/studies available in public domain vis a vis Spotlight indicator framework and suggest which sources/values could be used for establishing the quantitative/qualitative baselines - along-with rationale justifying the same. Wherever there are more than one likely sources for the same indicator, the consultant should clearly elaborate why a source is being preferred over the other. d. Look at the indicators proposed for Zimbabwe under Spotlight and "operationally define"  those indicators in Zimbabwe context after consultations with the technical focal points and M&E focal points for each pillar to clarify what exactly will be achieved for reporting that an indicator has been fully met. Methodological notes prepared by the Secretariat need to be referred for the same. For this, there may also be a need to look at the present status of the indicators and then prioritize what exactly need to be achieved under spotlight within a given timeframe e. Analyze the past trends over time where data exists, look at the proposed interventions under Spotlight to suggest the tentative targets for each of the indicator and the yearly milestones against those. The milestones could be of two types - process and results depending upon the indicator chosen and will depend on the nature of interventions proposed. Methodological notes prepared by the Secretariat need to be referred for the same. Discuss with the technical focal points from various agencies as appropriate to seek their views on the targets and milestones before finalizing the draft document. f. For those indicators, where baseline data does not exist, suggest the best ways and means to collect the information to establish the baselines. Suggest a methodology, frequency, and approximate cost of undertaking that exercise over program duration. g. In consultation with the relevant focal points (designated focal points for M&E + the technical team members) from the spotlight UN agencies, develop a document which captures the Spotlight results framework with: § "Operational Definitions" for all the indicators, and § Clearly identified baselines, milestones and targets, for those indicators where data exists; and § For those indicators where data does not exist - a clearly defined methodology to collect the information with frequency/cost estimates § A costed monitoring plan (delineating the frequency, tools, responsibility, capacity building, etc. for establishing the monitoring system and collecting this information) to meet the requirements of reporting for the Spotlight initiative as per the discussions with the technical team members and M&E focal points § A technical note on Monitoring plan indicating the rationale and processes required to put it in place h. Validate this document in a meeting of the Technical Committee and M&E focal points i. Incorporate the comments provided and submit the final report 5. Major Tasks, Deliverables and Timeframe The assignment will be carried out from March and final report will due on Friday 26 April 2019. For those indicators, where baseline data does not exist, suggest the best ways and means to collect the information to establish the baselines. Suggest a methodology, frequency, and approximate cost of undertaking that exercise over program duration A matrix with indicators and methodology, frequency, approximate cost, etc. 3 Consultations with the Spotlight Pillars might be needed RCO /UNWOMEN to facilitate 6. Develop a costed monitoring plan to meet the requirements of reporting for the Spotlight initiative and a technical note on Monitoring plan providing the rationale and processes required to put it in place M&E Plan and a technical note on the same 5 Consultations with the Spotlight Pillars might be needed RCO /UNWOMEN to facilitate 7. Develop the draft document capturing the outcomes of the above consultations Draft Report 2 To be shared with all stakeholders with at-least one week in advance of the validation meeting 8. Validation Meeting and revision of the report Revised Final report 2 RCO /UNWOMEN to facilitate 100% on submission of final report The schedule of payment is 24-working days upon 100% on submission of final report. 6. Timeframe The consultancy will begin in March and end on 15th of May but date for submitting final report is Friday 26 April 2019. The required number of days may be spread over a period of two months, but the consultant will be paid only for the agreed number of days agreed with him /her as per his/her technical proposal. 7. Consultant Requirements Education a. Advance University degree in social sciences, statistics or other relevant disciplines b. Specialized course on Results Based Management /Monitoring & Evaluation of development programmes, etc. would be advantageous Work Experience a.
