Title of the assignment: Situational Analysis of Public-Private Sector Dialogue in Zimbabwe Brief description of the Assignment: The Consultant will appraise (undertake situational analysis of) the practice of public-private dialogue in Zimbabwe, at the national and the devolved levels of governance to generate deeper insights on the existing public-private dialogue mechanisms (whether formal or informal), their successes and constraints and recommendations to be used in development of Public Private Dialogue Policy. Background The African Development Bank β€œthe Bank Group”) is the premier pan-African development institution, promoting economic growth and social progress across the continent. The Bank’s development agenda is delivering financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas, all of which will accelerate the Bank’s delivery for Africa, have been identified for scaling up, namely; Light up and Power Africa, Feed Africa, Industrialise Africa, Integrate Africa and Improve the quality of life for the people of Africa. Since May 1, 2000, Zimbabwe has been under Bank Group sanctions, having fallen into arrears. However, in 2009, the country began efforts to re-engage with the international community. The Bank Group has supported this re-engagement by providing resources through the Transitional Support Facility. It also provides resources through the ADF Grant Performance Based Allocation (PBA), the Private Sector Window and a Multi-Donor Trust Fund for Zimbabwe (ZIMFUND). There is a desire to have an institutionalized public-private dialogue framework in Zimbabwe which is shared by the Government, the Bank and private sector, and has received support from some development partners in the country. This is also supported by the Zimbabwe Agenda for Sustainable Socio-Economic Transformation (ZimAsset), which calls upon the government to institute deeper engagement and closer cooperation with the private sector to catalyse investment in most of the Vision’s projects. II. Objectives of the Assignment Under the close supervision of the Task Manager and the overall guidance of the Country Manager, the Consultant will appraise (undertake situational analysis of) the practice of public-private dialogue in Zimbabwe at the national and the devolved levels of governance to generate deeper insights on the existing public-private dialogue mechanisms (whether formal or informal), their successes and constraints and recommendations to be used in development of national PPD Policy. III. Approach and methodology The envisioned study and parameters of the analysis will need to be structured for each of the three basic levels of public stakeholder engagement; that is, in policy formulation, service delivery, and, monitoring and evaluation. Following the situational analysis, the consultant will develop a set of recommendations to aid the development of the National Public Private Stakeholders Policy for effective dialogue with private sector at national and county levels, including micro and small enterprises. While the final output of this assignment is a National Public-Private Dialogue Policy, the preliminary situational analysis report will need to proffer practical recommendations and proposals which when turned into policy will promote dialogue and participation of private sector. The consultant is therefore expected to propose a methodology that will ensure that the proffered recommendations and technical proposals of the study are the result of a participative approach and have been arrived at through broad consensus with the stakeholders from the public and private sector institutions (who will be the primary beneficiaries of the policy) but also one that will ensure dialogue will be easy to implement and not complicated. It is therefore important also that the proposed recommendations include the success parameters/principles for the PPDs and how to achieve these principles. The consultant will need to work out a methodology within the constrained resources to undertake wider consultations and interviews with stakeholders nationally and at County levels as well as facilitate consultation with experts. The proposed methodology will therefore need to include, but not limited to, the following: a) Literature Review of: β€’ the practice of public-private dialogue at different levels in Zimbabwe : successes, constraints, threats of the status quo and opportunities for strengthening PPDs in Zimbabwe; β€’ best PPD practices nationally and internationally b) Expert Group meetings and recommendations; c) Key stakeholders consultations and interviews at national and devolved levels; d) Analyses and preparation of report IV. Outputs and timeframe The key output from this assignment will be a report containing recommendations for developing PPD policy that will promote principles of inclusivity, participation and effective public-private sector engagement in the development of the country. So as to deliver this output the consultant shall deliver the following: a. Inception report: detailing approach and methodology, list of stakeholders proposed to be consulted/interviewed, interview guide, initial literature review and work plan. The report shall also include a proposed outline for the final report to be presented to the Country Manager. This is to be delivered within 14 days of signing the contract. b. First draft research report; based on extensive literature review, stakeholder consultation and analysis, a draft report with initial recommendations will be delivered within 60 days after feedback on the inception report. This report shall be presented for critique and inputs by sector experts/colleagues for feedback. c. Second draft report; will be prepared within 120 days after feedback on the first draft research report, factoring in the feedback obtained from first draft and then this to be presented for validation d. Final report; will be prepared and submitted within the six months of the assignment, following meetings and consultations with stakeholders, incorporating the feedback during the consultations. V. Implementation and Reporting This assignment will be carried out under the supervision of the COZW. The consultant will work closely with the Senior Policy Analyst under the overall guidance of the Country Manager. The consultant will be required to work from the Bank’s Zimbabwe Country office, with field missions when necessary. The Bank will provide a desk in a shared office where the consultant will work. VI. Assignment Duration The duration of this contract will be six (6) months and all deliverables are expected to be submitted and formally accepted by COZW Management. The contract is expected to start on 10 September and end on 09 February 2019. VII. Required Skills and Experience The Consultant shall demonstrate appropriate qualifications and skills necessary for the assignment as described above. He/she will have: ? A minimum of a Master’s degree (or its equivalent) in Economics, Governance, Finance, Entrepreneurship, Law or related fields. ? In-depth knowledge and understanding of the Zimbabwe’s development blue prints, new constitutional dispensation and implementation structures. ? In-depth knowledge and understanding of international, regional and national private sector development issues, policies, good practices and benchmarks; ? At least Five years consultancy experience on governance, private sector development research and policy analysis in both public and private sectors. ? Demonstrable evidence of previous research assignment on public-private dialogue mechanisms, policies and legislation is strongly recommended. ? Demonstrable ability to work with stakeholders from diverse backgrounds in private sector, civil society, public sector on complex issues of great national importance. ? Highly developed skills in mobilization and institutional development. ? Highly developed analytical skills with ability to produce high quality analytical reports and policy papers. ? High organizational and facilitation skills and ability to handle complex tasks with tight deadlines. ? Effective communication skills both written and verbal. ? Personal sensitivity and commitment to Bank Group values and ethics. VIII. Hiring Procedure The selection of the consultants shall be made in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget.
