Description:
Expression of Interest are invited for Tax and Revenue Management System (TaRMS): Monitoring and Evaluation Consultant. The Government of the Republic of Zimbabwe has received financing from the African Development Fund toward the cost of the Tax and Accountability Enhancement Project (TAEP), and intends to apply part of the agreed amount for this grant to payments under the hiring of a Monitoring and Evaluation Consultant for ZIMRA. The Consultant will provide expertise in Monitoring and Evaluation (M & E) for the TaRMS project for the successful implementation of the new tax system. The specific objectives of this assignment is provide the consultancy services in monitoring and evaluation, with regards to tracking, assessing and managing project implementation progress and skills transfer to the ZIMRA staff. The deliverables of this assignment are: Approved Monitoring and Evaluation Strategy document. Project Progress reports. Final Monitoring and Evaluation Report. The Zimbabwe Revenue Authority now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank-s “Rules and Procedures for the use of Consultants” September2010, revised July 2012, which is available on the Bank-s website at http://www.afdb.org.
