  • Tenders are invited for Framework Agreement to Shoot and Edit Short Videos for ACBF Social Media Platforms. Type of service: Shooting of up to 60 minutes of interviews, speech making and other interventions for ACBF’s social media platforms Amount payable: USD 120 Type of service: Editing and packaging of up to 10 minutes of video content as required by ACBF Amount payable: USD 180 1. Background The African Capacity Building Foundation (ACBF) was established in 1991 to build sustainable human and institutional capacity in support of Africa’s development. The Foundation’s goal is to improve the lives and prospects of people throughout the African continent. In this line, ACBF supports capacity development in Africa through grants making, knowledge sharing and technical assistance to countries and regional and sub-regional organizations. ACBF’s approach to capacity development focuses on addressing capacity needs and gaps as well as on stakeholder ownership of interventions, project and program sustainability and synergy of interventions with other development funding institutions. With 26 years of experience in Africa, the ACBF is transforming itself from a β€œgo-to” place for grants into a β€œgo-to” place for investments in integrated capacity development. The Foundation has therefore developed and is operationalizing a 5-year strategic plan (2017-2021) based on four strategic pillars and five service lines. The four strategic pillars read as follows: enabling effective delivery of continental development priorities, supporting countries to achieve tangible development results, enhancing private sector and civil society contributions to sustainable development, and leveraging knowledge and learning to increase development effectiveness. These four Strategic Pillars, built along with four corresponding programs, express the goals that the ACBF Strategy for 2017–2021 aims to achieve. The operational method for delivering these goals is through of five service lines: resource mobilization, advisory services, knowledge services, innovation services and investment and fund management. 2. OBJECTIVE OF THE ASSIGNMENT Β· Communication unit requires several video shootings/still photo shots to be posted on social media and dispatched to media organizations and requires there the expertise of a consultant to assist in ensuring timely posting. ACBF is seeking, against this background, a videographer with strong background and experience in creating multimedia videos covering different type of events. Wishes to establish a pool of candidates. Β· The individual contractor will collaborate with the Communications team and any other relevant stakeholder to plan and execute short videos for promotional and informational purposes 3. SCOPE OF THE ASSIGNMENT Β· Shoot short videos for ACBF such as speeches, interviews with the Foundations spokes persons or segments for ACBF’s social media programming (up to 60 minutes of raw footage per assignment). Β· Fully edit and package videos that are up to or less than ten minutes long (per assignment) Submit all soft copy treated videos to ACBF preferably through a USB device. 4. DURATION OF THE ASSIGNMENT The contract will be established for an initial duration of one year under a framework agreement modality. ACBF reserves the right to extend the framework at its option and subject to the supplier’s satisfactory performance for up to a total contractual duration of three years. 5. REPORTING LINE The individual consultant reports to the Senior Communication Officer of ACBF; 6. WORKING ARRANGEMENTS ACBF will communicate the date and time of the event for each assignment and detail the required tasks. Upon confirmation of availability, a Call Order will be issued and communicated by email through the Corporate Services Unit (CSU) of ACBF. The consultant shall liaise with the relevant stakeholders including but not limited the communication unit’s staff and any other stakeholders as may be relevant. The individual consultant is expected to produce the outputs using his/ her own equipment and software. The equipment and software are expected to be of latest technology. The individual consultant must have thorough access to internet. 7. MINIMUM QUALIFICATIONS AND EXPERIENCE Β· A high school certificate or professional certificate in the related field Β· A minimum of 3 years of relevant professional working experience with in the fields of graphic design, multimedia, visual arts, communications and outreach Β· Proof of similar work done within the previous 2 years (the candidate should submit the link to at least 2 videos) Β· Demonstrable Knowledge and experience using latest designing software (such as: Adobe After Effects, Adobe Photoshop, Adobe InDesign, and Adobe Illustrator) 8. PAYMENT The consultant will be paid a fixed lumpsum call-order. The proposed rates for each task are detailed in the in the annex below. Payments for each call-order will be processed within 15 calendar days upon submission of outputs confirmation by the reporting line. 9. COPY RIGHT ACBF shall, solely and exclusively, own all rights in and to any work created in connection with this contract, including all use and distribution rights connected to them. ACBF reserves all rights to the raw footage and b-roll. Consultants must deliver all raw footage on a hard drive at the end of the production period. 10. SUBMISSION Candidates are required to submit a detailed CV and the link to at least 2 produced videos before 14 July, 2017 1600 Harare time zone to tender@acbf-pact.org.
